- RE: VA Northampton Boiler Building Project Questions, Set #2 1. DWG M1001 and Section 23 09 11. Section 23 09 11 does not list a plant master panel or balance of plant panel. That section describes a plant master control loop. Is a plant master panel and balance of plant panel specified? If so the control loops would logically be boiler plant master (Surge tank and DA tank level and pump control, see Drawing MP-201) with the meters and transmitters listed on Drawing MP-201. Please clarify. Response 1 - Please make your proposal based on the contract documents. 2. Section 23 09 11, page 1, 1.3.B, Quality Assurance. Do the control manufacturers' for the burner management and combustion control systems need to provide references with the bid? Response 2 - Please make your proposal based on the contract documents. 3. Section 23 09 11, page 4, 2.1.A.2: Plant master, parallel positioning with O2 trim, draft, 2 element feed water control loops are specified. Are these the control loops? Response 3 - Please make your proposal based on the contract documents. 4. Section 23 09 11, page 6, 2.1.B.18: This controller listed in this section is only burner management technology and not combustion control system. Examples of combustion control systems meeting the specification are Hays Cleveland AC Stations and Preferred PCC III. Can these controllers be the "or equivalent"? Response 4 - Please make your proposal based on the contract documents. 5. Section 23 09 11, page 5, 2.1.B describes multiple loop controllers while page 6, 2.1.D describes touch screen technologies. Which technology should be provided for the combustion control loops? The latest technologies for recent VA projects are touch screen types. Response 5 - Please make your proposal based on the contract documents. 6.Section 23 09 11, page 9, 2.1.F specifies VFD control for the FD damper. Shall VFD control and new VFD's be included for each boiler? Response 6 - Please make your proposal based on the contract documents. 7.Section 23 09 11, page 10, 2.I.2 specifies software and hardware sufficient for the project. Typically that includes a laptop computer with software. Is that what is intended? Response 7 - Please make your proposal based on the contract documents. 8.Section 23 09 11, pages 10 to 14, 2.1.J.1 to 2.1.J.5 describes the plant master control loop and other loops for each boiler. Please confirm these loops are required. Response 8 - Please make your proposal based on the contract documents. 9.Section 23 09 11, page 14, 2.1.J.6. and DWG M1001 shows two element feed water control. Shall this control loop be supplied with the combustion control system? Are boiler feed water flow meters required? Response 9 - Please make your proposal based on the contract documents. 10.Section 23 09 11, page 15, 2.1.J.7 requires economizer efficiency and boiler combustion efficiency computations. Are economizers being supplied for each boiler? If so temperature sensors will need to be supplied for this computation. Response 10 - Please make your proposal based on the contract documents. 11.Section 23 09 11 page 24, 2.3 and DWG M1001: Section 2.3 lists boiler panels and burner management panels for each boiler. One of the control loops listed in the specification is a plant master loop. This loop and controllers are typically installed on a plant master panel. Shall as plant master panel be supplied. What other panels are required? Response 11 - Please make your proposal based on the contract documents. 12.Section 23 09 11, page 25, 2.4.A.B. Is Windows 7 acceptable? Response 12 - Please make your proposal based on the contract documents. 13.Section 23 09 11, page 37, 2.4.C.18 to page 41, 2.4.D. This section should be edited to delete any transmitter, meter, sensor and computation that are not required with this project. Section 2.4.D states that the project must provide sensors and transmitters to meet the programming requirements of the SCADA. Therefore every item listed in Section 2.4 would need to be supplied. Please identify if these instruments are required for the project: A.Economizer temperatures? B.Boiler natural gas flow meters? C.Boiler natural gas temperature sensors? D.Boiler natural gas pressure transmitters? E.Boiler oil flow meters? F.Boiler feed water flow meters? G.Oil tank levels? H.Boiler header pressure? I.Pumps in operation, surge and DA tanks? J.Chemical feeders in operation? K.DA steam pressure? L.Natural gas header pressure? M.LP igniter gas header pressure? N.Instrument air pressure? O.Boiler opacity monitors? P.Boiler draft pressure? Q.Outside air temperature? R.Electricity used? Supplied by VA? S.Boiler O2 analyzers? T.Fuel oil header pressure? U.Other sensor and meters not listed on the Drawings. Response 13 - Please make your proposal based on the contract documents. 14.Section 23 09 11, page 41, vortex flow meters are specified. The vortex meters are not listed. DWG M601 lists V-Cone type flow elements for the boiler flow and HRSG steam flows. Can vortex flow meters be supplied for steam flow to offer a lower cost? If boiler feed water meters are required can vortex meters be supplied? Response 14 - Please make your proposal based on the contract documents. 15.Section 23 09 11, page 43, 2.5.C. DWG shows MP1 01 shows system oil flow meters for supply and return. Are these to be supplied new? Are boiler oil flow meters also required? Response 15 - Please make your proposal based on the contract documents. 16.Section 23 09 11, page 43, 2.5.D. Are boiler natural gas flow meters required? Response 16 - Please make your proposal based on the contract documents. 17.Section 23 09 11, page 45, 2.7. Are new temperature sensors required for flue gas temperature, economizer and outdoor air temperatures? Response 17 - Please make your proposal based on the contract documents. 18.Section 23 09 11, page 49 to 50, 3.5. Service and training time for bidding purposes is not included. What time shall be included for bidding purposes? Response 18 - Please make your proposal based on the contract documents. 19.Section 23 52 50, page 5, 2.6. Control specification is the same as Section 23 09 11. Shall the supplier of equipment for 23 09 11 also supply the controls for 23 52 50 or can the supplier of the HRSG system supply the controls and instrumentation? Response 19 - Please make your proposal based on the contract documents. 20.DWG MP201. Shall the supplier of the controls for section 23 09 11 also control the DA and surge tank? Shall the controls be integrated into a plant master and balance of plant panel? Response 20 - Please make your proposal based on the contract documents. 21.Section 01 00 00, page 1, 1.2.B. Are the supply and return oil flow meters deleted from the scope for Bid Alternate No. 1? Response 21 - Please make your proposal based on the contract documents. 22.DA-1 is Scheduled - per DWG M-601, however is not Specified in SPEC 23 50 11. What is expected? Response 22 - See addendum. 23.Given the 90 day acceptance period and the 270 day duration for this project it appears that the plant will be constructed during winter months. Should the contractor include the costs of winter conditions in their proposal or will the notice to proceed be delayed to post submittal process? Response 23 - Please make your proposal based on the contract documents. 24.Are submittals for all equipment, fixtures and materials required as stated in the Technical Proposal Requirements? Wouldn't this be required only after award? Response 24 - Please make your proposal based on the contract documents. 25.If the award is to be lowest price technically acceptable proposal, what level of detail is required in an itemized price breakdown to evaluate the cost proposal? Response 25 - Please make your proposal based on the contract documents. 26.Is there any asbestos abatement required where the utility lines are tied into existing? Response 26 - Please make your proposal based on the contract documents. 27.Spec section 232111 pages 27 & 28 reference radiographic testing of 10 percent of the piping welds. Does this apply to all piping systems or just steam and condensate systems? Who hires the testing firm, the contractor or owner? Response 27 - Please make your proposal based on the contract documents. 28.What company is currently used for the chemical treatment at the existing boiler plant? Response 28 - Please make your proposal based on the contract documents. 29.Spec section 235239 3.3F note 2 refers to emissions testing if required by local authorities. Is the contractor to carry this cost in his bid price? If so, which tests will require monitoring and which equipment? Response 29 - Please make your proposal based on the contract documents. 30.Specifications state that the contractor is responsible for fuel for the generator load test. As we are tying in to existing fuel tanks, are we still required to purchase the fuel? Response 30 - Please make your proposal based on the contract documents. 31.Are there any test bores available for the site and trenching work? Response 31 - Please make your proposal based on the contract documents. 32.Please clarify if there shall be unit prices included for rock removal? Response 32 - Please make your proposal based on the contract documents. 33.Please provide a detail of the existing rack system and how the new condensate line is to be supported in the existing tunnel? Response 33 - Please make your proposal based on the contract documents. 34.Is the existing steam tunnel accessible by walking up from the existing boiler plant or do tunnel lid covers need to be removed for access? Is the tunnel considered a confined space? Response 34 - Please make your proposal based on the contract documents. 35.Civil site drawings show an electrical line from NMH-03 towards existing building #T-15. This line is not shown on the site utilities drawing MEPS-101 or on the electrical drawings. Please clarify. Response 35 - The electric line indicated on the Civil drawings from NMH-03 towards existing building #T15 is incorrect and should be disregarded. 36.Are the transformer, switch gear, secondary wiring to the new building, duct bank and excavation for these items to the new building part of Alternate Deduct #3? Response 36 - Please make your proposal based on the contract documents. 37.Please clarify the extent of the land clearing and tree removal for the site electrical and fuel oil piping trenches. Is it just enough to get trenching in or is a clear and stumped pathway as depicted in grey on drawing C201 to be required? Response 37 - Provide a 25 foot wide clearing area. 38.Please provide specifications for the LP gas tank and piping system? Is the contractor to provide the tank? What is the size and who is to fill it? Response 38 - Contractor to provide LPG service. Contractor shall aquire from local gas supplier, a proposal for owner review and approval for present and future service. Sizing shall be coordinated with active gas equipment. 39.Please provide specifications for the de-aerator tank as there appears to be none. Response 39 - See addendum. 40.Specification 235011 section-2.3 refers to a boiler blow off heat recovery unit but this is not shown on the drawings or the schematics. Please clarify if this is required and provide details. Response 40 - Blow off heat recovery unit is not required. 41.Are the piping systems and insulation to be painted color coded or just labeled with stencils and stickers? Response 41 - Please make your proposal based on the contract documents. 42.Are the grating and stair treads to be painted or plain galvanized finish? Response 42 - Please make your proposal based on the contract documents. 43.Drawing E-201 shows the primary power going to MH-01 then to switch and transformer. Should this be MH-03 as labeled on the site drawings? Response 43 - Yes, manhole should be: MH-03 44.Please clarify if new medium voltage feeders are to be run to MH-02 and MH-01 or just pull strings for future use. Response 44 - No medium voltage feeders are to be extended from MH-03 to MH-02 and MH-01. Provide pull strings only. 45.The plumbing/fire protection drawings show a FP backflow preventer and Siamese connection but no sprinkler head layout. Is there a drawing show sprinkler head layout? Response 45 - Please make your proposal based on the contract documents. 46.Spec section 235100 states double wall factory fabricated stack systems for the micro turbine to HRSG and from the HRSG to atmosphere. Spec section 263215 section 2.4, 4C & D call for standard weight pipe with 3" calcium silicate insulation. Please clarify which system is to be used? Response 46 - Double wall factory fabricated stack system shall be used.
