Description
This Pre Solicitation Notice is for the construction of 25 Ammunition Bunkers (Box Type), aggregate roads, and related infrastructure for the Ammunition Supply Point (ASP) at Chimtallah to include site work. The project site is located in Kabul province. The project is defined as the design, material, labor, and equipment to construct buildings, security measures, utilities and other infrastructure for the Afghan National Army. The work within this contract shall meet and be constructed in accordance with current U.S. design and building codes, safety and security standards and applicable local standards referenced in the RFP. No construction activity shall be allowed until the Contracting Officer has approved the proposed design. The period of performance is expected to be approximately 480 days. The dollar magnitude of this project is between $10,000,000.00 and $25,000,000. The period of performance for design and construction completion of the project is 480 calendar days from issuance of the Notice to Proceed. Award will be made to one (1) Offeror who is deemed by the Government to be responsible in accordance with Federal Acquisition Regulation (FAR), conforms to the solicitation requirements, and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified to the spending solicitation, represents the best value to the Government. The source section process to be utilized by for this acquisition is Lowest Price Technically Acceptable (LPTA). The submission requirements and evaluation criteria will be defined within the Solicitation. In general, Offerors must demonstrate experience in designing and constructing at least five (5) same or similar vertical construction projects completed in the CENTCOM Area of Responsibility, valued at over $1,000,000. At least one (1) project must be valued at over $10,000,000.00 and must have been completed within the last three (3) years. At least one (1) of the projects must have been successfully completed in the Province in which the solicitation project is to be located. The Offeror will also be required to provide information about the Offerors experience, key personnel, past performance, Security Plan, and Afghan Capacity Development. Solicitation W5J9JE-10-R-0089 for the Chimtallah Ammunition Supply Point project will be issued on or about 22 June 2010. The solicitation and any amendments will be posted through the Armys Single Face to Industry (ASFI) to the Federal Business Opportunities (FBO) website at: http://www.fedbizopps.gov. It shall be each contractors responsibility to check the FBO website for the solicitation and any amendments. The applicable NAICS code is 236210.
