SOURCES SOUGHT This is a NOTICE OF INTENT TO AWARD A BRAND NAME CONTRACT using simplified acquisition procedures of FAR Part 13 to procure: Installation of smart meters and connection to existing Siemens brand DDC system for the Washington Air National Guard, 254 RHF, Camp Murray, Tacoma, WA. The Govt intends to award a brand name contract for above product to SIEMENS. NOTICE OF INTENT TO AWARD BRAND NAME TO SEIMENS using the simplified acquisition procedures. Only one responsible source and not other supplies or services will satisfy the agency requirements. In this project, we will be installing Smart Meters to identified buildings and connecting to existing Siemens brand DDC system. The contractor shall provide the necessary personnel, equipment, and materials required to provide and install utility monitoring devices to all buildings on base. Part of the system is the Direct Digital Control (DDC) system that controls and monitors the HVAC units. The DDC system consists of electronic devices that attach to various points on the HVAC system, and a central control panel. These components then interface with the Installation DDC Infrastructure that is already established to run all of the facilities for the Western WA ANG. This established backbone is a Siemens brand system. The components that are currently in place are Siemens components. The individual components must be able to interface and communicate with the existing Siemens backbone system. The services associated with the assembly, installation or servicing of equipment are of a highly technical or specialized nature. Item possesses a unique function or capability critical in the use of the item and not available from any other sources. The Washington Air National Guard (WA ANG) is currently utilizing Siemens Digital Energy Monitors (DEMs) to monitor electrical consumption at ten different facilities. The meters will be all tied together through the Siemens APOGEE building automation system. Leveraging the existing hardware and software system infrastructure located at each of the WA ANG buildings is the most cost effective utility monitoring solution available. Thus in order to expand on the current level of utility monitoring WA ANG will need the assistance of company to achieve its Federal mandated metering goals. Reason for sole source, the company has always programmed all our DDC system in Camp Murray utilizing their parts and is providing annual training for our individuals to be proficient and current in operating process for the system. In current GSA contract Siemens will provide following service: Start-up, checkout, programming and owner acceptance of the DDC controls associated with this project. Siemens will provide and install 1 2-DI point module for the existing RBC DDC controller, Sage natural gas meter, Onicon water meter and Digital Energy Monitor (DEM 2000). Control and interlock wiring for the installation of water and natural gas meters. Conduit will be used in mechanical rooms and exposed areas. Modifications to the existing Siemens Insight graphics to include the new DDC points. Provide and install FLN `communication connection from the PXC Modular DDC controller to the DEM 2000. The statement of work is for alterations to the existing Direct Digital Control system. When dealing with Direct Digital Controls (DDC), there are many components of the system that must work together. When upgrading existing equipment, Siemens tend to only address one group of components at a time. Throughout this process they must maintain the ability for each piece of equipment to communicate with the remaining parts. This equipment is vendor specific and can only be procured by one source in this geographic zone. The existing system at the Western WA ANG is Siemens; therefore in order to uphold the compatibility with the existing system no other control contractor can make the required changes to the system. Only Siemens can purchase and install Siemens-type products. Additionally, they hold the sole proprietary rights to any hardware and software upgrades needed to maintain or extend the system. The services specified require a trained and certified technician specifically on the Siemens DDC System. All Siemens personnel have completed the required certification. The local Siemens branch office has also customized all the program logic for the Western WA ANG Siemens DDC System. System diagnostics and system performance adjustments should be performed by Siemens to assure the Systems integrity is maintained. There are components from other manufacturers that the Siemens infrastructure can monitor, however, only Siemens products are able to be controlled by the operating system that resides in the BCE section. From our terminal, we can turn on, turn off, and adjust all the HVAC systems for the base. This gives us the ability to immediately troubleshoot and adjust HVAC units in case there are problems. Other products would require a third party interface to translate information, and a separate computer program to run just that one building. We had this arrangement in one of our buildings at one time and had to replace it because it did not work. Siemens technicians periodically come down and perform maintenance on the code in the program, and this is where much of the conflict comes in with other components. As this is a replacement of one small part of an overall system that has been in place for numerous years, this is not a new requirement. Any future component replacements of the DDC system would need to also be Siemens products. ******* All sources sought inquiries/response received within 8 calendar days after date of publication of this synopsis will be considered by the Government.
