- Description
- The 628th Contracting Squadron at Charleston AFB, SC, intends to award a contract for Transient Alert/Enroute Aircraft Service. The contractor shall perform Transient Alert/Enroute Aircraft services at Charleston AFB, South Carolina in accordance with standards established by the U.S. Department of Defense (DoD), the United States Air Force, the Air Mobility Command (AMC), Charleston AFB and this Performance Work Statement (PWS). Contractor tasks include: 1. Transient Alert Management Functions. 2. Aircraft arrival services. 3. Aircraft processing services. 4. Aircraft departure services. 5. VIP services. 6. Vehicle and equipment escort service on the airfield. 7. Emergency services and Special Events. 8. Grounding/tie down point cleaning. 9. Processing services for transient C-17 aircraft while at CAFB for the purpose of flying locals and/or training missions; duration on site up to 80 hours per aircraft. (Short Surge). 10. Processing services for transient C-17 aircraft while at CAFB for the purpose of staging operations during national and/or global emergency/relief missions. (Long Surge). The Charleston AFB Transient Alert/Enroute Aircraft Services operation is a seven-day a week twenty-four hour per day operation. The contractor will be responsible for ground handling, marshaling, installing safety pins, inspecting brakes, inserting ground chocks and protective covers, grounding aircraft, placing ladders and staircases if necessary, assisting aircrew, and minor maintenance on all transient aircraft not assigned to Charleston AFB. Transient aircraft includes Air Force aircraft, DoD aircraft, commercial aircraft, foreign aircraft, and some private aircraft. A firm-fixed priced contract with a 12 month base year and four (4) one-year option periods contract is contemplated. This action is being considered for 100 percent set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns. The applicable North American Industry Classification System (NAICS) code is 488119 with a small business size stand of $7,000,000.00. The successful contractor will be selected using Price Performance Tradeoff (PPT) procedures, representing the best value to the Government. A formal Request for Proposal will be issued on or about 22 Jun 10 on the Federal Business Opportunities web page at http://www.fedbizops.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review the website frequently for any updates/amendments.
