Description
NASA/GSFC has a requirement to: Purchase a combined long-term stability and highfrequency phase noise measurement test device to support GPS test and development forMMS, GPM and internal research projects. NASA/GSFC intends to purchase the items from Symmetricom, Inc.It is our understandingthat Symmetricom, Inc is the only vendor that can supply a 5125A extended range phasenoise & Allan Deviation Test Sets. High frequency phase noises are critical metrics forthe GPS/communications which offers unparalleled accuracy and resolution and it allowsinput signals up to 400MHz. The 5125A is directly compatible with the industry standardStable32 software already in use.Rating is DO-C9. This synopsis shall not be construed as a commitment by the Government,nor will the Government pay for the information solicited.Questions regarding this acquisition must be directed to the attention of Kimber Russellvia e-mail at Kimber.R.Russell@nasa.gov or via facsimile at (301) 286-9159 by 12:00pmEST, June 17, 2010.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 12:00pm EST on June17, 2010. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis. It is thequoter responsibility to monitor this site for the release of amendments. Potentialquoters will be responsible for downloading their own copy of this notice.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the Government.Oral communications ARE NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An ombudsman has been appointed.
