Description
The work consists of a base contract for installing 18 multistrand rock anchors in the dam sluices. This will be accomplished via contractor designed bulkheads and contractor designed access platforms. The work also consists of 6 options for installing 18 additional rock anchors in the downstream dam spillway face. This will be accomplished via contractor designed access platforms. The multistrand rock anchors range from 19 strand to 48 strand anchors in holes ranging from 9 inches to 17 inches in diameter. These anchors range from approximately 103 feet to 153 feet in length. The cost range of this project is between $10,000,000 and $25,000,000. Delivery shall be completed within 730 calendar days after date of receipt of notice to proceed. The date for a site-visit and pre-proposal conference will be provided in the solicitation. The contract will be awarded to the Offeror whose proposal conforms to the solicitation and is within a technical/price competitive range as determined by the Contracting Officer and has been evaluated as most advantageous to the Government, all factors considered. All responsive proposals will be evaluated utilizing the following key factors and related sub-factors which are listed in descending order of importance: (1) Planned Technical Execution of Key Work Elements, with sub-factors: A. Drilling Techniques, B. Anchor Installation, and C. Site Use and Access, (2) Past Performance, (3) Project Management, Quality Control, Key Personnel and Schedule, with sub-factors: A. Management of construction process and B. On-site Safety program including key safety personnel. Contract type will be a Firm Fixed Price construction contract and will be competitively negotiated. This announcement is unrestricted and open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of work it intends to subcontract. The plan is not required with this submittal. A Quality Control Plan will also be required prior to commencement of any work.
