- Description
- Serve as central point of contact within the state, coordinating efforts of state and local officials, installations, and community partners. Early Childhood Liaison will have or work to have a seat at appropriate State level advisory councils. Early Childhood Liaisons will work closely with State child care administrators. Early Childhood Liaison will work with community partners including Zero to Three (ZTT), county extension office, United Way, and Child Care Resource and Referral agencies (CCR&R), etc. Early Childhood Liaisons serves as liaisons to the regional Defense State Liaison Office (DSLO) and the Joint Family Support Assistance (JFSAP) team – among other priorities, coordinating efforts to work with State government on Quality Rating and Improvement System (QRIS) related issues. Coordinates efforts with the Council on Accreditation (COA) for using the Effectiveness Rating and Improvement System (ERIS) assessment tool and COA assessment site visits for Child Care providers that participate or wish to participate in various military subsidize child care programs (e.g., Military Child Care in Your Neighborhood (MCCYN) and Operation Military Child Care (OMCC)). Locate and chronicle existing training resources (or work with agencies that have completed this assessment). Also use this data to identify gaps in Child Care training needs. Coordinate training events within State (this includes information sharing, identifying locations and working with contracted trainers such as County Extension agents or university staff). Prepare monthly reports to be provided to OSD and the HQ sub-IPC (federal interagency working group chaired by MC&FP). Serve as a subject matter expert on quality of care issues for child care programs with the primary focus on facility-based care. Link DoD quality standards to State's QRIS efforts, ensuring that the ERIS does not undermine State's efforts. Seek opportunities to expand availability of quality child care for military families. Unless directed otherwise by the COR, for each of the 10 Early Childhood Liaisons, Contractor will provide office space, equipment including computer access with appropriate software programs (e.g., Microsoft Office/Scheduler, Excel, PowerPoint, Word and email, internet and communication requirements (telephone and cell phone) and suitable office supplies (e.g., paper, folders, pens and pencils, etc.).
