- Solicitation Number: FDA-RFP-1071399-Presolicitation Synopsis: The Food and Drug Administration (FDA) intends to solicit proposals under solicitation number FDA-RFP-1071399 (subject to change) for a program called the "Chemical Analysis". The NAICS Code is 541380 for full and open competition. Contract Type: The government anticipates an Indefinite Delivery-Indefinite Quantity (IDIQ) vehicle with Fixed Price and Labor Hour task orders. Base year plus 4 option years. There is the possibility for Multiple Award Contracts. Preference: HUBZone Objectives: Category 1: The first principal objective of this contract will be to develop a capability to support CFSAN research by rapidly assessing the quantities of specified chemicals in foods, dietary supplements, and cosmetics through surveys of these commodities. The purpose of these surveys will be to develop a better understanding of the quantities of chemicals and their distribution. The types of samples to be collected for these studies will include food products from across the United States, including but not limited to fresh fruits and produce, packaged and processed foods of all types, dietary supplements and cosmetics. The analytical targets of these studies will include chemical contaminants in foods (e.g. pesticides, industrial chemicals), direct food additives, indirect food additives (those produced by processing or transfer from packaging), deliberate adulterants, nutrients, naturally occurring chemical components (such as metals), as well as the chemical constituents of dietary supplements, botanical extracts and cosmetics. The analytical methodology for any specified study will be established and provided by CFSAN, and will include methods based upon state-of-the-art analytical techniques, including many based on instrumental analysis with various types of separation techniques and spectrometers. Category 2: The second principal objective will be to provide method validation services in cases where rapid third party validation of FDA-developed analytical methods are needed. Methods developed at FDA laboratories will need to be validated by multiple laboratories in order to provide the foundation for use of methods throughout the FDA. Validation protocols shall be provided by CFSAN and the third party laboratory would perform the validation protocol and generate a method validation report and associated data according to CFSAN's requirements. Category 3: The third principal objective is the synthesis of standards and other chemicals needed for the successful development of analytical methods. These include compounds that are not available as standard products. The FDA will specify chemical standards, chemical derivatives, and isomers of compounds of interest to be synthesized. The FDA will also specify the production of stable-isotope labeled chemical standards, as well as the production of stable-isotope labeled protein standards.
