- The Northeast Fisheries Science Center intends to solicit and negotiate on a sole source basis with Gulf of Maine Lobster Foundation, Inc., Kennebunk, ME for satellite tracking drifters and supplies as follows: 5 EA Rachel satellite-tracked GPS Drifters, 6 EA Shawn Drifters 8 EA Rachel Drifter Kits, and 25 EA satellite access service, The Government has used this specific equipment in the past and intends to use again in an effort to maintain data and scientific consistency and unified research design integrity. The equipment will be delivered to the NOAA, Northeast Fisheries Science Center, 166 Water Street, Woods Hole, MA The FSC is 6695 and the NAICS is 541712. The Government intends to award a firm-fixed price purchase order for this requirement. The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 253(c)(1) Interested persons may identify their interest and capability to respond to this requirement by June 24, 2010. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract.
