Description

Notice of Intent to Award Sole Source Model DETEX-100-PAC-GP Portable HPGe Identifier (Gamma and Neutron). The Defense Threat Reduction Agency hereby gives notice of intent to award a sole source Indefinite Delivery/Indefinite Quantity contract to Advanced Measurement Technology, Inc., 801 S. Illinois Avenue, Oak Ridge, TN 37830-9101, to procure portable High Purity Germanium (HPGe) detector/identifiers, under the brand name ORTEC, model Detective EX-100 (DETEX-100). The estimated award date is September 1, 2010, and the delivery period will include a base year with four options years. The detector/identifiers must satisfy the following requirements to be considered for acquisition: · Mechanically cooled, manually-portable and usable, not weighing more than 30 lbs (not including charging station) · 65 mm x 50 mm HPGe detector · Check instrument calibration on any pre-specified source · Remote control and display from laptop, including spectra transfer · Count rate scanning mode for location of gamma-ray-emitting sources and neutron search capability. Audio alert using external ear piece with adjustable alarm threshold · Metered search mode for 235U, 239Pu, and neutron counts · Identification and classification of gamma-emitting radionuclides · Gamma Dose Rate monitored by HPGe detector and by internal compensated GM tube. Dose rate to be displayed at all times. Dose rate units to be chosen as μSv/hr or mR/hr neutron count rate to be displayed continuously. Savable and transmittable data · Internal GPS receiver displays GPS coordinates - savable · Storage of Data (spectrum, search data, ID results) to internal RAM and removable SD card · USB connection to laptop. · Large, bright and clear LCD display with touch-sensitive screen. Gamma and neutron count rate and gamma dose rate displayed continuously numerically and in bar graph form · Additional accessories (case and battery extender) The Government desires an extended warranty and service period of five (5) years. Please do not request a copy of a solicitation. This notice is not a request for competitive proposals, nor is it a solicitation of offers. Any response to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, and any detector information provided must meet the specific technical standards outlined listed above. DO NOT SEND SAMPLE ITEMS. If technical proficiency is determined based on written capabilities, the Government may request a sample device for testing. Details regarding testing will be provided to technically proficient vendors who have demonstrated the capability to meet the minimum standards identified above. Written communication received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government to not compete this requirement based on responses to this notice is solely within the discretion of the Government. THIS SYNOPSIS DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS SYNOPSIS.
