Notice Type: Presolicitation Synopsis: The Food and Drug Administration (FDA) intends to solicit proposals under solicitation number 10-223-SOL-00187 (subject to change) for a program called The Impact of Climate on Ciguatoxin-Producing Dinoflagellates and Ciguatera Fish Poisoning Disease The NAICS Code is 541620 with a small business size standard of $7 million. Project Background: The Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS), Division of Acquisition Operations (DAO) is seeking to obtain proposals from sources with capabilities or prior experience in examining the effects of climate change on the occurrence of ciguatoxin-producing dinoflagellates and ciguatoxic fish, and the incidence of ciguatera in humans, in the Caribbean, St. Thomas (U.S. Virgin Islands). This requirement is written in the interest of the U.S. Food and Drug Administration (FDA) mission to ensure the safety of seafood to the consumer. The requirement augments parallel studies sponsored by CDC to address public health issues related to global climate change and ciguatera. This requirement will examine the effects of climate change on the occurrence of ciguatoxin-producing dinoflagellates and ciguatoxic fish, and the incidence of ciguatera in humans, in the Caribbean (U.S. Virgin Islands). The project explores the hypothesis that climatic disturbances in reef areas affect the growth of these organisms, with subsequent and predictable changes in fish toxicity. Evidence is accumulating that the geographical distribution of ciguatoxin-producing dinoflagellates (Gambierdiscus spp.) and toxic fish are expanding, and linked to climate change. This effort shall support the collection of new environmental information, which will compliment CDC sponsored clinical and epidemiological studies of ciguatera. Knowledge of the effects of climate on the occurrence of ciguatoxin-producing dinoflagellates, and their linkages to toxic fish, will improve the ability of FDA to monitor and control this critical food safety issue. This project will provide unique benefits to common goals of FDA and CDC in prevention of seafood-related illnesses. Additional Information: It is anticipated that one contract will be awarded with a base period of 36 months. This requirement is a full and open requirement. This announcement is not an RFP.
