- G rowing from its origins in 1954 to over 217,000 vehicles in 2010, the General Services Administration Fleet (GSA Feet) is one of the largest non-tactical federal fleets in the United States Government. It includes automobiles, passenger vans, light, medium, and heavy trucks, buses and ambulances. GSA Fleet's responsibilities have increased due to rapid fleet growth, and will meet these demands with the application of innovative solutions, technologies, and the best available fleet management techniques. In keeping with industry trends GSA Fleet is investigating new opportunities for a mobile application for use on Smartphones. Below are a few questions that will help GSA Fleet determine how to proceed. Please provide your response electronically to fleetsolutions@gsa.gov with the subject line "RFI Mobile App". Responses should not exceed 6 typed pages (font size no smaller than 10pt Times New Roman). You may direct question to fleetsolutions@gsa.gov or call Marianne Aiken at 703-605-2846. •1. 1. What is the difference between a downloadable app and a web based app? What are the advantages and disadvantages of both? •2. 2. What is the general development time for a mobile application that utilizes a Smartphone's inherent GPS ability to search for a location and return directions to that location? •3. 3. Can an existing mobile application that searches a given database to return directions to a particular location be customized to find a different location based on a different database? Or does this require a whole new application to be developed? •4. 4. Can a mobile application developed for one brand and model of Smartphone work with all of the models in that brand? For example if an application is created for the Blackberry Storm will it work for the Blackberry Pearl? •5. 5. What is the difference and difficulty of creating an application for 2 separate platforms? Is the application created separately for each platform or is the application created for one platform and then customized/ported for the other? For example to create the same application for Blackberry, iphone, and Droid is it required that each application be developed independently of the other? •6. 6. If a mobile application is developed by one developer and GSA Fleet owns the code, is it possible for another developer to enhance, change or build on top of the previous application? •7. 7. Once an application is created, how often should it be updated? •8. 8. What levels of security, in particular safeguarding personal information, are available to mobile applications? Is one platform more secure than another? •9. 9. How difficult is it for a mobile app to tie-in to the Smartphone's camera to capture and upload images? •10. 10. How difficult is it for a mobile app to place a call from a number embedded within the app?
