Description
Revised ATTACHMENT D: Basis of Award Revised ATTACHMENT C: Statement of Objectives The purpose of this third amendment is to 1) answer the additional questions submitted before the deadline of 12:00 pm eastern time on June 11th and 2) revise ATTACHMENT C: Statement of Objectives and ATTACHMENT D: Basis of Award. All revisions from the original ATTACHMENTS C and D are highlighted in yellow. NOTE: Questions 1-3 were issued in the first amendment and the unumbered questions (4-9) were answered in the second amendment. 10. What are the dimensions for the weapons and armor that will be putting inside the lockbox (870 Shotgun, M-4 Rifle and body armor etc)? Answer: The equipment will easily fit into the dimensions we requested for the lockboxes. 11. Do the weapons need to be laying down and therefore look like a pair of shoes in a box, or would they want them completely ready for deployment...standing? Answer: Everything in the box will lie down including the box. 12. If you want them standing, should we make an insert for the weapons where the weapons would be cradled inside the box? Answer: See answer #11, no insert to cradle weapons will be needed. 13. How will the box be mounted into the vehicle? Answer: The box will be cable locked to a structural part of the vehicle. 14. Do we have to make brackets or pre-drilled holes? or do you have something outfitted in the vehicles that these boxes fasten to? Answer: The box will need to have the ability to be cable locked to a structural part of the vehicle. 15. If the DHS already has brackets or threaded holes, what are the dimensions of the brackets/holes so that the boxes will line up perfectly with the fastening system? Answer: Not-Applicable, see answer #14. 16. Do you need a partition between the weapons and the armor, or can the armor just be placed directly on top of the weapons? Answer: No partition is needed or desired. 17. Do you have any FOIA information available on this contract? Answer: No, to submit a FOIA request, please visit http://www.ice.gov/foia/index.htm. 18. Do you have a list of the interested vendors, and if so, would you please provide a copy? Answer: No 20. If possible, could you disclose the purchase price of the current lockboxes being used? Answer: See question #17 21. Is their a NSN or part number for the lockbox currently being purchased? Answer: No 22. Does all exterior mounted components such as padlock, hinge, carrying handles, locking hasps have to be inside the dimensional envelope of 20"W x 36"D x 9"H? Answer: Yes 23. Is the Lockbox to include the securement cable, and have provisions for cable attachment to the Lockbox? Answer: The provisions for a cable attachment or other securing device are required (See Revised ATTACHMENT C: Statement of Objectives and ATTACHMENT D: Basis of Award) 24. The Padlock (Combination Type) supplied with this Lockbox. Can the Padlock be used to secure the Lockbox Door as well as cable securement? Answer: No 25. Are these items to be shipped FOB Origin or FOB Destination, and are they to be shipped collect, or should we add freight to our quotation? Answer: All quotes shall be submitted FOB Destination only as stated in the solicitation. 26. Will there ever be an instance where we would need to ship a small quantity of these boxes, for instance, fewer than the amount that will fit on a pallet (approximately 16 boxes)? Answer: Yes, individual orders can be from 1 to over 2000 lockboxes, see Attachment B: Price Schedule and see Clause A.6, 52.216-19 ORDER LIMITATIONS (OCT 1995). 27. Can the door be less than 20"? (ie 19.25") Answer: Yes, as long as a shotgun or rifle can be easily placed into the box and retrieved from the box without interference with the lid. 28. Is it acceptable to have a structural apparatus on the box, which the padlock/cable is secured to, protrude outside of the constraint dimensions? If so how much? Answer: No 29. Which edge/corner would be preferred to have the padlock/cable attachment point on the box? Answer: The lockbox should have the ability to be locked on either side of the trunk (See Revised ATTACHMENT C: Statement of Objectives and ATTACHMENT D: Basis of Award) 30. Is it acceptable for the locking mechanism to protrude above the top of the lid outside of the 9" constraint dimension (Example: lock cylinder, handle, padlock attachment apparatus, etc.)? If so how much? Answer: No 31. Does the interior lining need to be on the underside of the top? Answer: It is not required
