Description
This is not an RFP or a solitication, but a survey to locate potential sources capable of performing the proposed services outlined in this notice. The U.S. Customs and Border Protection (CBP) has the requirement for transportation and guard services along the southwest border of the United States. The required services will be performed in the San Diego, El Centro, Yuma, Tucson, El Paso, Marfa, Del Rio, Laredo and Rio Grande Valley Border Patrol Sectors and within their areas of responsibility to include Border Patrol stations, Field Offices, Ports of Entries, highway checkpoints, processing centers, hospitals, courts and detention centers. Services include over-the-road transportation and guarding of foreign nationals (males, females and minors). The following is the average number daily apprehensions and approximate square mileage of the area of operation in each Sector: San Diego Sector - 325 apprehensions; 6,302 sq. miles; El Centro Sector - 92 apprehensions; 107,749 sq. miles; Yuma Sector - 19 apprehensions; 181,670 sq. miles; Tucson Sector - 662 apprehensions; 90,530 sq. miles; El Paso Sector - 41 apprehensions; 125,000 sq. miles; Marfa Sector - 17 apprehensions; 165,154 sq. miles; Del Rio Sector - 47 apprehensions; 59,541 sq. miles; Laredo Sector - 111 apprehensions; 86,673 sq. miles and Rio Grande Valley Sector - 167 apprehensions; 18,584 sq. miles. These services are required 24 hours per day, 7 days per week. Vendor personnel shall meet the following requirements: 1) valid CDL; 2) bi-lingual (English/Spanish), no exceptions; 3) law enforcement/detention training and certification; 4) legal resident of the United States; 5) complete successful background investigation with no derogatory references/arrests; 6) certified to carry lethal (firearm) and less lethal (OC, baton, etc) enforcement tools; 7) pass pre-employment and random drug screening; 8) be in good physical condition - have no serious or long-term medical conditions; and 9) certification in basic emergency medical training There will be no deviation from these requirements. Firms capable of meeting these requirements should submit three (3) copies of a company brief (1 or 2 pages) to the POC indicated in this notice by_16 July, 2010__ and _time_9:00 Eastern_. Information furnished should include past performance experience (scope and nature) as related to this requirement and the following specific information demonstrating the ability to meet the requirements of this notice: 1) capability statement; 2) company size; 3) CCR Registration; 4) capacity of staff and vehicle fleet; 5) experience in guard services, use of force, law enforcement and transportation management; 6) experience in business practices as they relate to vehicle maintenance systems, personnel training and certification systems; and 7) experience in the use of Quality Assurance Programs, Risk Management Plans and performance evaluation metrics. This synopsis is for information and planning purposes only. The Government will not pay or otherwise reimburse respondents for information submitted. Based upon responses received, the Government reserves the right to set aside any and/or all procurements that may result from this notice for small and/or minority-owned businesses.
