Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5 as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This is a request for quotation (RFQ). Quotes are being requested and a written solicitation will not be issued. The solicitation number is AG-82A7-S-10-0077. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-42. The applicable NAICS Code is 611710. This acquisition is being solicited as a full and open competition. GENERAL REQUIREMENTS: The US Forest Service (USFS) is seeking an Academic Institution to provide online (full) high school diploma programs for approximately 216 students dispersed among the following 13 Job Corps Centers: 1. Angell Job Corps Center, OREGON (40 students) 2. Blackwell Job Corps Center, WISCONSIN (5 students) 3. Cass Job Corps Center, ARKANSAS (8 students) 4. Centennial Job Corps Center, IDAHO (5 students) 5. Fort Simcoe Job Corps Center, WASHINGTON (2 students) 6. Golconda Job Corps Center, ILLINOIS (30 students) 7. Harpers Ferry Job Corps Center, WEST VIRGINIA (35 students) 8. Jacobs Creek Job Corps Center, TENNESSEE (5 students) 9. Lyndon B. Johnson Job Corps Center, NORTH CAROLINA (5 students) 10. The quantities listed below are the governments best estimates based upon past experience. EVALUATION FACTORS: The Government intends to make a single award to the lowest-priced technically acceptable offer. STATEMENT OF WORK: A. SUBJECT: The US Forest Service, WO AQM Job Corps Support Branch, Golden, CO intends to make a single, base-plus-options award to the lowest priced technically acceptable quoter for online high school diploma programs for Job Corps Students throughout the US. B. SCHEDULE: Contractor shall provide online high school program curriculum to students on Job Corps Centers between the hours of 8 am to 4 pm Monday through Friday via the World Wide Web (WWW), with the exception of Federal Holidays. Login information shall be supplied to each student. Only minimal disruption shall occurs during the detailed hours of service delivery. C. FEES & SUPPLIES: Registration fees, tuition, textbooks, certification of completions, administrative fees, and any incidental fees, shall be included in the Unit Price. D. SCOPE OF SERVICE: The contractor shall provide online full high school diploma programs for Job Corps students, which encompasses: • Admission/Registration/Enrollment • Transcript Evaluation (Transfer of High School Credits and TAR Credits) • Access to online courses - up to 6 credits, per student. Credits necessary may include English, Math, Social Science, Science, or electives. • All course material (textbooks, lessons, tests, handouts, etc) to include shipping and handling • Diploma • Graduation Transcripts E. SPECIAL QUALIFICATIONS REQUIRED: The contractor must be accredited by 1) state or commonwealth regulatory agencies responsible for academic learning at the secondary level, or one of the six regional accrediting bodies AND 2) the Distance Education Training Counsel (DETC). F. CANCELLATION POLICY: In the event a student(s) terminates his or her participation in the program, the paid enrollment shall be utilized for future student(s). G. INVOICING: The Vendor shall submit a monthly invoice detailing name and location of each student enrolled. A complete copy of the provisions at 52.212-3, Offeror Representations and Certifications-Commercial Items (Aug 2009) -OR- be currently registered in the Online Representations and Certifications Applications (ORCA) at https://orca.bpn.gov/ with no changes 5. Proof of Accreditation, as outlined in Section E - Special Qualifications Required 6. Proof of CCR Registration Any contractor interested in obtaining a contract award with the US Forest Service must be registered in the Central Contractor Registration (CCR) Database at www.ccr.gov. In conjunction with required registration in the CCR database, prospective contractors shall also complete electronic annual representations and certifications at http://orca.bpn.gov. Quotes are due no later than June 23, 2010, 12:00 p.m. local time. Quotes received after this date and time will not be considered for award.
