- Description: The U.S. Army Contracting Command, Rock Island Contracting Center, on behalf of the Office of the Project Manager, Maneuver Ammunition Systems, located at Picatinny, NJ and The U.S. Army Joint Munitions Command, Security Assistance Management Directorate, located at Rock Island, IL are seeking to request information on the availability of the ammunition for the Afghanistan National Security Forces (ANSF) listed below. Specifications: The following represents the items for which a response is requested. 1. 81mm High Explosive, 81mm illuminating, 81mm Smoke, 81mm Infrared and 81mm Practice mortar ammunition compatible with the Turkey Mortar System MKEK UT-1/NT-1 Mortar System and USG M252 Mortar Systems 2. 82mm High Explosive, 82mm illuminating, 82mm Smoke, 82mm Infrared, 82mm Practice mortar ammunition compatible with the USG M69A Mortar Systems The following estimated quantities are for planning purposes: 81mm: Operational Rounds: 235,000 ea High Explosive 68,000 ea Smoke 84,000 ea Illuminating 1,000 ea Infrared Training Rounds: 250,000 ea Full Range Practice 24,000 ea Smoke 128,000 ea Illuminating 3,300 ea Infrared. 82mm: Operational Rounds: 235,000 ea High Explosive 68,000 ea Smoke 84,000 ea Illuminating 1,000 ea Infrared Training Rounds: 250,000 ea Full Range Practice 24,000 ea Smoke 128,000 ea Illuminating 3,300 ea Infrared. Material shall be from new production defined as manufactured within 12 months of delivery to Afghanistan and serviceable without qualifications Terms of Delivery are FOB Destination Kabul International Airport (KAIA), Afghanistan. Transportation into KAIA is via air only. Packaging and markings for hazardous material shall comply with the requirements for the mode of transportation and the applicable performance packaging for International air transport contained in the International Civil Aviation Organization (ICAO) Technical Instructions for the Safe Transport of Dangerous Goods by Air. Submission Information: THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. Please be advised that the Government will not pay for any information submitted under this announcement. Electronic submittals are preferred. Any responsible/interested source shall submit their qualifications and capabilities within 30 days of this notice to: U.S. Army Contracting Command, Rock Island Contracting Center, BLDG 60, Rock Island, IL 61299-8000 ATTN: CCRC-AR or submit the information electronically to the Contract Specialist, Kevin Gilmore at kevin.gilmore@us.army.mil. All responding sources shall include a technical point of contact, Rough Order of Magnitude (ROM) for delivery to Kabul International Airport, availability, monthly production quantity/capacity, suppliers model designation(s), fuze type(s) and model designation, system(s) the round has tested in and type of testing performed, systems the round is compatible with and capability testing performed, maximum pressure by charge/increment, maximum velocity by charge/increment, any known performance issues or safety restrictions, possible partnering/teaming arrangements; and whether the company is a small or large business.
