Description
The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786A-10-IB-0113 for the following: The contractor shall provide all professional services, labor, materials, tools and equipment necessary to perform repairs and paint Historical Ornamental Fencing at the Woodlawn National Cemetery, Elmira, NY in accordance with the scope of work, specifications, terms and conditions. COST MAGNITUDE:The magnitude of this project is between $100,000 and $250,000. CONTRACT DURATION:Work shall be completed within 60 calendar days from start to finish after the Notice To Proceed has been issued. NAICS CODE: 238990 METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 14 to a responsive, responsible service-disabled veteran-owned small business responding to this solicitation. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Invitation for Bid (IFB) details and specifications may be accessed ONLY via FedBizOpps at www.fbo.gov. No telephone requests will be accepted. The solicitation will be available as stated above, on or about Thursday, July 1, 2010. SOLICITATION AMENDMENTS:Amendments to the solicitation will be uploaded to www.fbo.gov. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed. SITE VISIT: A site visit is scheduled for 12:30 p.m., E.D.T on Friday, July 9, 2010 at the Woodlawn National Cemetery. It is recommended but not mandatory for interested bidders to attend the site visit. The Government will not conduct separate or individual site visits for late arrivals or non-attendees. The cemetery is available to the public; therefore, any interested bidders may visit the site while it is open to the public at their own convenience. QUESTIONS: Any questions should be sent by 3:00 p.m., EDT, on Friday, July 16, 2010 via email or facsimile and addressed to Charisse James, Contracting Officer in writing at charisse.james@va.gov or 202-565-4944, respectively. All questions shall reference Solicitation Number IFB VA-786-10-IB-0113. SUBMITTING BIDS: When submitting bids to the Department of Veterans Affairs, National Cemetery Administration, Construction Support Division (41D3B), 810 Vermont Avenue, NW, Washington, DC 20420 it is highly recommended that an overnight service is utilized. There are unusual long delays associated with the delivery of US Postal Service first class and/or priority mail to Government offices located in Washington, DC. The Government will not consider untimely bids delivered and received after the solicitation's response date and time. Bids are due by 3:00 p.m., EDT on Tuesday, August 3, 2010 unless the Government issues an amendment to change the due date. BIDDER'S MAILING LIST:Interested parties should register for the Bidder's Mailing List at www.fbo.gov "Interested Vendor List". Individual copies of the Bidder's Mailing List WILL NOT be prepared, maintained, or distributed by the Contracting Officer.
