- RECOVERY -- The USDA Agriculture Research Service (ARS) requires that all labor, supervision, tools, and materials be provided to install replacement windows at the Robert W. Holley Center for Agriculture and Health located in Ithaca, New York. The project consists of a base bid and two bid options. The BASE BID, LINE ITEM 01 includes replacing 81 single pane windows on the 2 nd and 3 rd floor windows. Replacement windows shall be energy efficient, all aluminum or aluminum clad wood, double hung. OPTION 1, LINE ITEM 02: includes replacing 30 windows on the 1st floor only. OPTION 2, LINE ITEM 03: includes replacing 24 windows on the ground floor only. The work includes but is not limited to removing and disposing of existing windows, installing new energy efficient double hung windows, caulk, trim and painting. The Robert W. Holley Center has a brick façade with concrete masonry unit back-up structure. The existing windows contain lead paint and asbestos containing sealants. All work shall be performed in accordance with the terms, conditions, drawings, and specifications contained in this document. The estimated cost of construction for the base bid and bid options is between $100,000 and $250,000. All Options are pending availability of funding. This project must be completed within 120 days after receipt of notice to proceed. This requirement under the Small Business Competitive Demonstration Program is set aside for competition among Service Disabled Veteran Owned Small Business (SDVOSBs). The NAICS Code is 238350 with a size standard of $14 million. This is an Invitation for Bid (IFB) and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-41. Solicitation No. AG-3615-S-10-0008 is scheduled for release on or about July 6, 2010. A pre-bid site visit is scheduled on July 21, 2010 at 10:00 a.m. Eastern Standard Time (EST). It is the contractor's responsibility to monitor the website for all requirements for this solicitation. Bids will be due by 2:00 p.m. Eastern Standard Time (EST) on August 3, 2010. A firm-fixed price contract will be awarded to the responsible offeror who submits the lowest bid. All responsible SDVOSB firms may submit an offer which will be considered by the agency. Contractors are required to register or update their registration at the Central Contractor Registration (CCR) website at https:// www.bpn.gov/ccr in order to receive a contract award under this solicitation, and register or update their registration at the Online Representation and Certification Application website at http://orca.bpn.gov.
