Description
THIS REQUEST FOR INFORMATION AND SOURCES SOUGHT NOTICE IS ISSUED FOR MEDICAL SUPPLIES & 3RD PARTY BILLING SRVS., SUPPORTED VIA A PROPOSED INVENTORY CONTROL SYSTEM (ICS). This announcement is issued for informational and planning purposes only. This Request for Information (RFI) is not a Request for Proposals (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately to award a contract on the basis of this RFI or otherwise pay for the information solicited. Responses to the RFI will not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. The Bureau of Public Debt on behalf of the Armed Forces Retirement Home in Gulfport, Mississippi (AFRH-G), is hereby seeking sources that can provide Medical Supplies, 3rd Party Billing Services, via a proposed Inventory Control System (ICS). The objective of this RFI is to obtain capability statements from interested parties capable of performing these services by providing information on past performance experience and a description of primary services provided to Government or commercial customers related to this type of work. All interested parties are hereby invited to submit a capability statement of no more than five pages to illustrate capabilities, addressing the following areas: Specific Tasks: The Contractor shall be expected to fill and/or refill all medical supply requirements for the AFRH-G. The Contractor shall provide bi-weekly deliveries to a Central Medical Supply location at the AFRH-G facility to an estimated resident populations of: FY FY FY FY 2011 2012 2013 2014 Assisted Living 20 24 24 24 Memory Support 5 5 7 7 Long Term Care 0 0 0 0 Total 25 29 31 31 The Contractor shall be available during normal duty hours for routine deliveries and must have the capability to respond to emergency deliveries after normal duty hours. Emergency order deliveries shall not exceed twenty-four (24) hours after receipt of request from AFRH-G. The Contractor shall be expected to establish re-order points/par levels, and economic order quantities to minimize stock-outs, requiring emergency deliveries. The Contractor shall be expected to provide credits for medical supplies unused and returned. Credits for returned items are encouraged to not be limited to box or case quantities only. Contractors shall be expected to offer returns and credits to items that have been eliminated, expired, discontinued, phased out, over stocked or determined as no longer relevant to the operations of AFRH-G. The Contractor shall be expected to perform Medicare and Medicare Part B billing services and/or third party billing services. The Contractor shall have the ability to record and bill Medicare, Tricare, and/or appropriate insurance by resident, as applicable. Compliance with the Health Insurance Portability and Accountability Act (HIPAA) will be followed. The Contractor shall be expected to provide an Inventory Control System (ICS) that will manage and track medical supply items ordered through bar coding, utilizing a data collection device. The ICS shall be a computerized, information based tracking system, providing an automated ordering functionality, as well as the ability to capture resident charges through third party billing capabilities and inventory control management. The Contractor shall be responsible for all system administration and management relevant to the ICS, including implementation, maintenance and upgrades necessary to operate the ICS system. The system shall provide a report tool and be capable of providing multiple standard type management reports and shall meet all government requirements to include Section 508 and the Federal Information Security Management Act (FISMA). The contract term will include one 12 month base period and three 12 month option periods for a total period of 48 months.
