Description
The Naval Facilities Engineering Services Center (NFESC), Port Hueneme, CA anticipates a contract requirement for engineering services in support of projects involving ocean cable systems. The work will be performed in environments ranging from arctic to tropic and at all water depths. This requirement is broken down into the following tasks: - Design and fabricate two each cable transfer powered quadrants to work in conjunction with the existing cable transfer tripod units. - Provide all personnel, materials and equipment to assemble and setup cable transfer tripods including the powered quadrants provided in item above. - Develop a cable installation equipment document to record all relevant data for each item. - The contractor shall transfer existing cable sections from existing storage (storage pans and boxes) into the designated cable storage creels. - Identify, procure, deliver, offload and store into existing cable storage creels sections of surplus submarine cable. - Provide personnel, materials and equipment to maintain, repair and upgrade existing cable installation equipment to insure all equipment is in a "ready" state for future use. - Provide all personnel, materials and equipment to identify, evaluate and procure cable transfer/installation equipment required for future installation support. - Design, build and assemble a three part cable pan capable of holding up to 30 nautical miles of 1.25" submarine cable. - Provide personnel, materials, and equipment to install and/or monitor submarine cables. This may include and not be limited to cable route survey, cable route planning, vessel support, equipment/deck layout, cruise plan development, and completion reporting. The required services shall be performed primarily at Port Hueneme, CA. However, cable route surveys cable monitoring and cable installations tasking may be required to be performed at locations around the world. The primary North American Industry Classification System (NAICS) code for this procurement is 541330 (Marine Engineering and Naval Architecture). This is a not a new requirement. The current incumbent is GPA Technologies, Inc. 8(a) firm. The anticipated performance period(s) will span 5 years (12-month base period and 12-month option period(s)). A Cost Plus Fixed Fee task order/contract is anticipated. The Request for Proposal (RFP) will be issued/posted in early July 2010. This procurement is intended for 8(a) Small Disadvantaged Businesses (SDB) concern only. Please respond with a Capability Statement which will be used to determine the availability of this requirement for 8(a) set-aside procurement. The Capability Statement shall succinctly address the following qualifications below: 1. In-depth familiarity and experience with Cable Handling and Installation Equipment and all of its following component parts: - Linear Cable Engine (LCE)- Hydraulic articulating A-Frame- Hydraulic Power Unit- Winch Systems- Roller Overboard Chute- 3 Piece and one piece Cable Pans- Tripod Systems- Generator- Offshore Rigging and Tool Van- Acoustic release systems 2. In-depth familiarity and experience with the following specialties: - Hydraulics- Pneumatic Systems- Diesel Powered Systems- Electronic control systems and process control- Submarine Cable installation and handling processes.- Submarine Cable system fabrication.- Broad experience with ocean-engineering projects and design.- Complex rigging requirements in a dynamic shipboard environment.- Design, analysis, fabrication, and testing of specialized cable handling and installation equipment.- Marine survey planning, execution, data processing, and reporting. 3. Ability to maintain local (Ventura, California) facilities with telecommunications capability, meeting/conference space with computer based presentation capability, warehouse space that is accessible via forklift, shipping and receiving capability for palletized shipments. 4. Demonstrate current experience in the fields of: a. Electrical, mechanical, and ocean engineering.b. High voltage power systems.c. ArcGIS database creation and management.d. Marine surveying using single and multibeam bathymetric survey systems, sub-bottom profiler surveying, side scan sonar surveying, spectral wave analysis and current measurement surveying.e.Submarine cable installation, including utilization of navigation software.f.Sourcing and procuring surplus and special order submarine cable, including delivery via railcar.g.Cable transfer from a railcar to a cable pan. 5.
