- The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for the purchase of Incandescent Lamps, Amglo Kemlite P/N AHQH5620A300WPM, NSN 6240-01-432-3996, or equivalent. The requirement will include the base year plus four one year options for renewal. The estimated annual quantity is 1000 - 4000 per year. The North American Industry Classification System (NAICS) is 335110, with a size standard of 1,000 employees. The lamps covered by FAA specification FAA-E-2408b (attached), are to be used for outdoor operation. All lamps shall have halogen-cycle quartz filament tubes or equivalent sealed in a PAR-56 envelope, consisting of internally coated reflector and a cover glass as outlined in the specifications. The lamps, mounted in their lamp holders, normally will be installed in the approach areas to runways extending from the landing threshold outward. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting proposals at this time. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing Incandescent Lamps for PAR-56 Envelopes, per the attached draft Statement of Work and FAA Specification, FAA-E-2408b. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. In order to make this determination the FAA requires the following from interested vendors: 1. Capability Statement - This document should identify: Type of services provided by your firm, Size and type of services provided by previous contracts (elaborate and provide detailed information and past performance), Number of years in business Attached is a draft of the specifications and a Business Declaration Form. Please respond by reviewing the specifications, and submitting a filled-out and signed copy of the Declaration form (please submit electronically, email to address below). All responses to this market survey must be received by Friday, July 2, 2010, 3:00 CST (Oklahoma Time).
