Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Combined Synopsis/Solicitation Number W9124P-10-T-0010 is to be a Sole-Source procurement to Thermal Product Solutions in accordance with FAR 6.302-1(b), Only One Responsible Source and no other Supplies or Services will satisfy agency requirements. The corresponding NAICS code for this procurement is 333994. The US Army Contracting Command, AMCOM Contracting Center is soliciting quotes for the purchase of four (4) Thermal Product Solutions, Blue M Friction-Aire Series ovens, UL Specification number 823 Class 1, Group D explosion-proof ovens. Quantity and description of ovens are as follows: Two (2) each: HS-1202-F Temperature Range: 25 degrees Celsius above ambient to 150 degrees Celsius Interior Dimensions W x D x H (inches):25 x 20 x 20 Exterior Dimensions W x D x H (inches):42 x 39 x 63 Electrical Power:230V/240V 3 Phase 60 Hz Amp Draw:TBD KW:1.3 kW Motor:2 Hp One (1) each: HS-3802-F Temperature Range: 25 degrees Celsius above ambient to 150 degrees Celsius Interior Dimensions W x D x H (inches):38 x 25 x 25 Exterior Dimensions W x D x H (inches):57 x 44 x 68 Electrical Power:230V/240V 3 Phase 60 Hz Amp Draw:TBD KW:2.0 kW Motor:3 Hp One (1) each: HS-1004-F Temperature Range: 20 degree Celsius above ambient to 260 degrees Celsius Interior Dimensions W x D x H (inches):14 x 17 x 12 Exterior Dimensions W x D x H (inches):37 x 33 x 48 Electrical Power:230V/240V 3 Phase 60 Hz Amp Draw:TBD KW:0.6 kW Motor:1 Hp INTERIOR CABINET CONSTRUCTION: Shall be constructed using type 304-2B stainless steel with all seams welded vapor tight to prevent seepage of fumes into the insulated walls. Shelves: Shall have two type-304 stainless steel slotted shelves. EXTERIOR CABINET CONSTRUCTION: Shall be all-welded heavy gauge, reinforced cold-rolled steel finished with a durable textured white powder paint finish. The oven door shall be manufactured of cold-rolled steel exterior with a stainless steel door pan insert. The door shall utilize ball-bearing hinges and industrial type latching to provide positive door seal and minimize fume leakage. ELECTRICAL: The electric oven shall be designed for Class 1 Group D environments, featuring components rated for Class 1 Group D and approved mineral insulated cable and fittings. SAFETY RELIEF PANEL: A blow-out safety relief panel and safety cage shall be installed through the rear wall of the oven. CONTROL SYSTEM: Shall have a Power-O-Matic 90 Control system featuring a temperature sensitive bellows which regulates fresh ambient air to a blower system. Temperature is set by the scalar temperature control dial. OverTemperature Protection (OTP): The OTP system shall have a non-electric system utilizing an independent sensing bulb assembly that activates a secondary bellows within the POM-90 control. The OTP sensing bulb senses oven temperature and the OTP bellows expands accordingly. The bellows plunger shall push the release mechanism assembly until the assembly rotates far enough to release the mechanical latch retaining the vent cover and the vent springs open. When open, room temperature air shall be admitted into the oven thus lowering oven temperature. HEATING AND AIR DELIVERY SYSTEM: Shall be a forced air oven that uses a direct drive ball bearing motor with a balanced stainless-steel multi-blade blower wheel, provides horizontal airflow i.e., operator facing front of the oven - air moves from the right to the left. There shall not be a central heat source in the system, heat shall be generated within the chamber as it moves air using a blower to develop turbulence and friction. As a result there shall be no hot spots, and no points within the chamber that exceed the indicated air temperature. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-42. Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Provision 52.209-2, Prohibition on Contracting with Inverted Domestic Corporations Representation; Provision 52.212-1, Instructions to Offerors - Commercial; Provision 52.212-2, Evaluation Commercial items; Provision 52.212-3, Offeror Representations and Certifications - Commercial Items; Clause 52.212-4, Contract Terms and Conditions - Commercial Items; Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; Clause 52.232-36, Payment by Third Party and Clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items are applicable to this acquisition. Other clauses may be included in the award if applicable. All responsible sources may submit a quote which shall be considered by the agency. In the event more than one quote is received, the following factors shall be used to evaluate offers: technical capability of the items offered to meet the Government requirement, price, and delivery. Vendor bears responsibility of proof that proposed product is equal to that of solicited items. All items shall include shipping costs FOB Destination to Redstone Arsenal, AL. Payment will be made via Government Purchase Card. Responses are due no later than 2:30 PM (local time), 6 July, 2010 in the contracting office, Building 5400, Room B-142, Redstone Arsenal, Alabama, 35898.
