- The U.S. Department of Veterans Affairs Office of Human Resources and Administration Office of Human Resources Management Development, Implementation, and Evaluation of a U.S. Department of Veterans Affairs Veterans Employment Coordination Service (VECS) Veterans Reintegration Program Background As part of the Department of Veterans Affairs Human Capital Investment Plan (HCIP), OHR&A is initiating a number of projects that are part of an enterprise-wide transformational initiative designed to develop the VA s human capital into a proactive, forward looking, and professional workforce that will provide improved service to veterans in the 21st century. The project described in this statement of requirements (SOR) regarding overall coordination and management of VA workforce transformation initiatives is a key component of this transformational initiative. Project Purpose The purpose of this project is to procure qualified contractors to provide HR&A executives and staff with the overall coordination and implementation of a program and processes to manage the call to military service and return to work cycle for VA employees who are also members of the Reserve Component. Project Scope The contractor shall provide professional services in developing and implementing a marketing strategy, marketing materials, a service delivery model, access to resources, and integrated system to track and ensure all customers entitled to services are informed and services made available. The system and marketing materials should be made available for a launch of November 2010. The launch and implementation of the Veteran Reintegration Initiative consists of but are not limited to the following and the selected contractor shall: 1.Develop tracking system to identify VA employees called to active duty 2.Develop training for all VA managers/supervisors, Veteran VA employees and VA employees impacted by deployed employees. Training should include: a.USERRA Rights and Responsibility for the manager/supervisor and the military employee b.Deployment Planning timeframe, work assignments while the military employee is deployed, memorandum of understanding between employer and military employee how work will be distributed, work transition plan c.Incentive programs Awards, recognition, incentives to recognize the employees who take on the additional workload while Military employee is deployed. d.Reintegration Assessment transitioning the military employee back to the workplace. 3.Provide coaches for managers/supervisors to coach transition back to work, to include identifying job-related training and educational needs, special accommodations, realignment and renegotiation of roles and responsibilities. Coach must also be available to the military employee to assist with re-connecting to the workplace. 4.Develop marketing campaign to educate and inform Veteran employees and their family members about services available. 5.Develop comprehensive web-site toolkit to assist managers/supervisors, Veteran VA employees and VA employees with the deployment cycle of a VA National Guard and Reserve to include, but not limited to: a.USERRA Rights and Responsibility for the manager/supervisor and the military employee b.Deployment Planning Map out trigger points for notification and deployment and redeployment (return to work) timeframes, to include each Reserve Component notification schedule, VA employee work assignments that will need to be burdened by another while the military employee is deployed/away from VA work place, develop process/criteria to determine work load coverage plan, memorandum of understanding between employer and military employee how work will be distributed, work transition plan to include Full-Time Equivalent backfill with like skills c.Incentive programs Awards, recognition, incentives to recognize the employees who take on the additional workload while Military employee is deployed. d.Notification of Reintegration of military employee system must be able to notify the manager/supervisor four months prior to military employee s reintegration. e.Tracks the Deployment and Reintegration process f.Provide coaching to member deploying, co-workers, and supervisor on elements of the reintegration plan and trigger points 6.Develop and map out a master list of all ongoing and planned call-to-duty and reintegration activities. 7.Develop a risk management plan and process. Develop courses of action and alternative means to accomplish objectives or meet requirements where appropriate. Forecast possible failure points and ensure issues and potential solutions are documented and presented to appropriate offices and HR&A leadership for review and decision where appropriate. 8.Develop a plan and protocol to integrate with HRA Strategic Communications staff and conduct communication activities as required. 9.Develop a written and oral after action report for presentation to VA leadership. This report shall include a recommended way ahead and elements required to institutionalize this initiative. 10.Partner with the DoD Yellow Ribbon program managers to capture the future requirements of the program. 11.Conduct other activities as required or assigned. Deliverables The anticipated deliverables for this project will be set forth in a Project Management Plan developed to specifications. The contractor shall provide all deliverables in draft format for review by the VA. All documents, including ad hoc reports, shall be considered drafts until formally accepted in writing by the appropriate VA Project Manager (PM). The contractor shall address all comments provided by the VA on the draft deliverable. Each deliverable will be subject to inspection and acceptance by the PM, and will conform to the requirements stated in the Project Management Plan. All documents produced under this Inter-Agency Agreement (IAA) shall be created in Microsoft Word, Microsoft Project or Microsoft Excel, and other Windows compliant software as approved by the PM. The PM may request that documents be delivered in hard copy and/or electronic copy format. The contractor shall incorporate OHRM edits including any formatting or grammatical edits, and return a final draft for internal concurrence on an approved VA shared drive. Content must be in accordance with the Department of Veterans Affairs Strategic Plan FY2010- 2014 (http://www.va.gov/op3) as well as the Department of Veterans Affairs Information & Technology Strategic Plan FY 2006-2011 (http://www.va.gov/oit). Specifications a.Comprehensive toolkit with resources and points of contact for services b.Tracking system to identify/track deployment/return cycle for VA Veterans c.Marketing brochures to educate/inform Veterans and their family members (Include a Welcome Home package) d.Dashboard interface integrating PAID data to identify customers needing services e.All materials must adhere to Rehabilitation Act, Section 508 compliance and VA Directive 6102 compliance.
