- Synopsis: Under the authority of Federal Acquisition Regulation, Part 6, Subparts 6.301 and 6.302, the U.S. Department of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA) intends to contract with Technical Toolboxes, Inc. on a sole source basis. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13, and it is for the annual lease of Pipeline Toolbox Software, technical support and maintenance of unlimited copies for all DOT authorized users. The value of these services will not exceed $50,000. Pipeline Toolbox Software is an integrated software package designed for engineers who work with both gas and liquid/product pipelines, and contains all the program modules present in both the software's liquid and gas versions. It has been designed specifically for pipeline professionals and is based on American Petroleum Institute and American Society of Mechanical Engineers standards. The software is used by DOT Pipeline Inspectors and State Inspectors to solve day-to-day pipeline design, analysis, maintenance and related engineering problems. Pipeline and State inspectors have been trained to use Pipeline Toolbox Software as part of their pipeline certification program, which is required to conduct inspections. The software is proprietary and is protected by copyright laws. Any response to this notice must demonstrate that competition would be advantageous to the government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet DOT's needs. Detailed capabilities must be submitted no later than 12:00 PM ET on Friday, July 9, 2010 to the PMHSA Office of Contracts and Procurement, 1200 New Jersey Avenue, SE, East Building, 2nd Floor, Room E22-305, Washington, DC 20590 or via e-mail at maria.munoz@dot.gov Attn: Maria Munoz. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 15 days from the publication of this synopsis, a contract may be issued to Technical Toolboxes, ltd. without further notice.
