Description
The Air Force Research Laboratory (AFRL) Rome Research Site (RRS) will require computer hardware, software, and services for a high performance computing cluster. It is anticipated that a combined synopsis-solicitation for this requirement will posted to the Federal Business Opportunities website http://www.fbo.gov under reference number FA8751-10-R-0029 on or about WED 30 JUN 2010. Potential offerors are encouraged to become familiar with the requirement and to check the Federal Business Opportunities site for updates to this notice. The solicitation will be a Total Small Business set-aside under NAICS code 334111 and size standard 1,000 employees. This requirement will be fulfilled using the procedures of FAR 12 and FAR 13.5. The evaluation factors for contract award will be (i) PRICE, (ii) PAST PERFORMANCE, (iii) DELIVERY SCHEDULE, and (iv) TECHNICAL ACCEPTABILITY (consisting of products offered, authorization/certification by product manufacturers, warranty, and method to fulfill integration, installation, and technical support). Emails must contain "FA8751-10-R-0029" in the subject line. DESCRIPTION The following description represents a technical solution that is known to fulfill the Government's requirement. Offerors will be able to propose "brand name or equal" products (reference FAR 52.211-6). Proposals which include alternatives to the products identified in the description must be accompanied by technical documentation in sufficient detail for the Government to evaluate compliance with the performance characteristics of this known solution (reference FAR 52.212-1(b)(4)). The turn-key end-item to be delivered by the contract awardee is a complete compute cluster comprised of 6 subclusters. Each subcluster is comprised of 14 nodes. In addition, the cluster includes networking, power, software, related hardware, surplus kit, warranty, integration and installation, and technical support. There are 2 optional items that will be solicited as well. 1. Complete Subcluster Racks - qty 6 Hexa-core Xeon + GPU 2U Compute Node/Server with the following features: 1.a. qty 14 2U Cluster nodes/subcluster with each node containing: 1.a.1. qty 1 Motherboard with the following features: 1.a.1.a. Intel chipset with 72 PCI lanes 1.a.1.b. Intel Xeon Processor 5600 series with QPI up to 6.4 GT/s 1.a.1.c. Support up to 12 DIMMS DDR3 memory 1.a.1.d. Dual port Intel Gigabit Ethernet Controller 1.a.1.e. 2 x 16 PCI-E 2.0 slots for double width GPU's 1.a.1.f. 2 x 8 PCI-E 2.0 slots to support 10GigE and QDR InfiniBand low profile NIC cards 1.a.1.g. 2 additional PCI slots and 2 IEEE 1394 a ports 1.a.1.h. Integrated IPMI with Dedicated LAN support 1.a.2. qty 2 Intel Xeon X5650 Westmere 2.66 GHz (Minimum) Hexa-core CPU using 32nm, DDR3 -1333MHz, 95W and up to 6.4 GT/s 1.a.3. qty 1 Slimline DVD drive 1.a.4. qty 6 4GB modules of SMART Memory DDR3 - 1333MHz ECC memory for a total 24GB/s per 2U node, 2GB/s per core 1.a.5. qty 2 Western Digital RE 3 or Seagate Constellation Enterprise Drives 750GB or larger, 7200RPM, 32MB buffer raid configuration 1.a.6. qty 1 Intel Dual Port 10 Gigabit CX4 Ethernet Network Adapter with CX4 connectors 1.a.7. qty 1 QDR - 40Gbps InfiniBand Host Channel Adapter from Qlogic, Mellanox, or Voltaire 1.a.8. qty 1 1200W Power Supply 1.b. qty 2 BLADE Network G8100 24-port switch with CX4 ports 1.c. qty 2 BLADE Network premium support for 1 year 1.d. qty 1 Netgear JGS516NA 16 port Gigabit Switch 1.e. qty 28 BLADE certified 10GbE - CX4 Ethernet Cables - 14 one meter, 7 three meter and 7 ten meter 1.f. qty 2 Tripplite PDUMNV30HV - 30 AMP Monitored PDU 1.g. qty 1 Tripplite SR42UBKD - 42U Smart Rack Enclosure 1.h. Mounting Rails for Rack Enclosure 1.i. Integration of 2 GPGPUs into cluster to be provided by AFRL RRS as Government-Furnished Property 1.j. Operating System: Latest Cent OS version 1.k. Other software: MPI Tools as requested and nVidia CUDA development environment (3.1) 1.l. Network Utilities: Nagios network monitoring and alert software 1.m. Stateless Cluster Provisioning and Monitoring software, one year of 8 to 5 telephone support 1.n. Slurm resource manager 1.o. All software to be compatible with Intel Compilers 1.p. All appropriate cabling - Cabling should be color coded for all networking 2. Surplus Kit - including qty 1 power supply, qty 1 motherboard, qty 2 hard drives, and qty 3 4GB memory DIMMS. 3. Warranty - the warranty period for all equipment components will be 3 years from the date of Government acceptance of the turn-key system. Warranty shall be a full warranty and address: 3.a. malfunction of all equipment that is delivered with the complete compute cluster 3.b. advanced replacement of field replaceable components 3.c. onsite service during business hours 3.d. telephone diagnostics 3.e. any other response method necessary for equipment repair or service 4. System Integration and Installation at Government Site - for estimating purposes, the Government anticipates that the contract awardee will be required to provide the equivalent of 80 hours implementation time. Required services include cluster set-up, installation, and software installation. 5. Technical Support - Upon Government acceptance of the turn-key system, the Government requires technical assistance and support for a period of 120 days or 20 hours of technical assistance with installed hardware and software for optimizing utilization of the hardware.
