- COLT - Common Organizational Level Tester This is a Sources Sought Synopsis. There is no solicitation available at this time. This Sources Sought Synopsis is published for Market Research purposes only. This market survey is conducted to identify potential sources capable of meeting the requirements for Interim Contractor Support (ICS), incorporating engineering requirements, and re-baselining all 101 Common Organizational Level Tester (COLT) units to meet all performance specification requirements. Re-baselining shall include designing and implementing COLT system changes to address obsolescence, reliability, maintainability, availability, thermal performance improvements to operate in a minimum 49 degree C thermal environment, re-qualification and nuclear recertification. The COLT is a multiple application-based tester that enables Air Force maintainers to perform maintenance tasks to verify the operational capability of aircraft armament and stores management systems/subsystems and armament components. The COLT system includes the tester unit, ancillary equipment, and related software programs, data and documentation. The COLT, in conjunction with the applicable peculiar Test Program Set (TPS), performs both Organizational-level (O-level) and Intermediate level (I-level) functional checks, fault detection, and fault isolation to the Line Replaceable Unit (LRU) and/or Shop Replaceable Unit (SRU) level. The COLT is the Air Force armament tester for the F-22 and B-2 programs. The COLT was developed by Lockheed Martin Corporation - Lockheed Martin Simulation, Training & Support (LM STS) in Orlando, Florida who is currently the prime contractor for the COLT. We are currently on contract with LM STS for COLT ICS. If other sources for ICS are not found as a result of this market research synopsis, one additional option year of ICS will be added to the existing contract with LM STS. LM STS currently has the only set of unique test equipment, called the Verification Test Suite (VTS), which is required to verify the nuclear surety of the COLT system after each repair to comply with B-2 nuclear certification requirements. The VTS is a LM STS capital asset designed, developed, and maintained by LM STS. The VTS hardware and software are proprietary to LM STS. The Government did not purchase rights to technical data for the Verification Test Suite (VTS) nor the COLT system. Any potential source for this effort will be required to obtain the necessary technical data required to execute the ICS and re-baseline efforts. The COLT prime contractor is the only known source for the technical data. The VTS Tester Suite is included in the Nuclear Certification process, as part of the Nuclear Safety Analysis Report (NSAR), has been approved by the Air Force Safety Center. If a new source were to develop a "VTS-like" capability, a new NSAR and recertification would be required according to the Air Force Safety Center. Interested parties are invited to submit a Statement of Capabilities (SOC) to the Government for evaluation in response to this announcement. Information submitted must be pertinent and specific and cover the following areas: 1. Experience: Provide an outline of previous projects or specific work performed or being performed and any in-house ICS efforts (including a brief description of how these referenced efforts relate to the COLT) along with specific work performed on similar units as they relate to obsolescence, reliability, maintainability, availability and thermal issues and nuclear certification. Within the description, include evidence of demonstrated experience and/or familiarity with the COLT system and the F-22 and B-2 platforms it supports. 2. Personnel: Name, professional qualifications and specific experience of scientist, engineers and technical personnel who may be assigned as a program manager and/or project officer. 3. Facilities: Availability, locations, and description of special facilities required to perform in the technical areas under consideration including a statement regarding industry security clearance. 4. Any other specific and pertinent information as it pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted. Interested parties responding to this announcement shall indicate whether they are large, small, small disadvantaged, 8(a), women-owned, minority owned, service-disabled veteran, or HUB zone, in relation to North American Industry Classification System (NAICS).
