- This is a synopsis only. Tentative solicitation release date is July 13, 2010 with an approximate response date of Aug 12, 2010. The 319th Contracting Squadron at Grand Forks AFB, ND intends to issue FA4659-10-R-0040 a single firm fixed price solicitation for project JFSD 200973, DGPS, TIGDL Antenna. Contractor shall furnish all plant, labor, materials, supplies, and supervision necessary to perform the project in strict accordance with the Technical Specifications and Drawings. This project includes, but is not limited to the construction of the foundations for the DGPS and the TIGDL antennas. The foundations for the three DGPS antennas are concrete piers that will consist of an approximate 12 ft deep, 18 inch diameter concrete footing that will allow for the embedment of a 1-1/2 inch galvanized steel pipe. Fiber reinforced polymer will be required in lieu of common steel reinforcement for the piers. A chain link fence will with a double gate will be installed around the concrete pad. The DGPS and TIGDL antennas are located in different sites on base. The magnitude of the project is between $25,000 and $100,000. The performance period will be sixty (60) days with a winter exclusion from 15 November to 15 April. The North American Industry Classification System code for this acquisition is 238110 with a size standard of $14M. This acquisition will be Full and Open. This will be a Request for Proposal (RFP), Performance Price Tradeoff (PPTO) solicitation. There will be no public bid opening. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Sections L & M of the solicitation. No paper copies or CD-ROMS will be issued. Once the solicitation is posted, it is incumbent upon the interested parties to visit this website frequently for any updates and/or amendments to all documents. NOTICE TO OFFERORS: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. Per AFFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
