- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at https://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet. NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-10-Q-3756. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. NUWC Division Newport intends to place a Sole Source order to Viasat, Inc. for the following items: 2 each AltaSec Haf-100 (Diplexer-MUOS) with the following specifications: Dimensions: 7.5x1.68x11.9 inches;Racking: 1RU high, standard 19" rack;Weight: 6.5 lbs;Power Dissipation: 31.5 watts Max;Vibration: MIL-STD-810F, up to 0.04g2/Hz;Shock: 40g, 11 msec half sine pulse;Operating temperature: 0 - 50 degrees C;Relative Humidity: 10-95% (non-condensing);Electrical: IEEE 802.3;100 base TX;10/100 mbps, Cooper, RJ-45;Protocol Support: TCP, UDP, IPv4, IPv6, ICMP, and ARP;Operating modes:Bidirectional (high-low), unidirectional (high-low or low-high). Required delivery is 120 days after award, F.O.B. Destination Naval Station Newport; Newport, RI. Viasat is the only known source that has the specifications previously mentioned and form fitting requirements. Additionally, it would cost the Government more money to go to another company and rerun the test requirements. All other timely offers will be considered. Offers for other products must contain complete product information and prices. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies.
