Description
Scripps Institution of Oceanography of San Diego, California (Scripps) was selected as the future operator of the AGOR 28 vessel through a competitive-merit-based process under ONR Announcement number 09AGOR 27-28. As the future operator of AGOR 28, responsible for the overall management of operations, maintenance, crewing and logistics for the vessel, Scripps is uniquely qualified to provide guidance on their design and outfitting requirements for their 4 ocean science research programs, future vessel operations, and the life cycle operation of machinery and equipment. As a result, the Office of Naval Research (ONR) intends to award a fixed price, sole source purchase order under the authority of FAR 13.106-1 (b) on or about 15 July 2010 to Scripps to support Phase I of the Ocean Class AGOR (OC AGOR) acquisition process. Phase I of the OC AGOR acquisition process will be a competitive preliminary design process during which two shipyard design teams will produce contract designs to build two vessels (AGOR 27 and AGOR 28) for ONR. Services are anticipated to include, but not be limited to, review of Contract Data Items; participation in Design Review and Design Maturity Assessments; technical support during source selection; and support to PEO-Ships, NAVSEA and ONR for Phase II and Phase IIIplans. The period of performance will be 12 months with two options for three months/each. This is not a solicitation as the award is an intended sole source; however, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by ONR.
