- The Department of Veterans Affairs facility SFVAMC, San Francisco Veterans Affairs Medical Center, is seeking Architectural/Engineering Firms to submit Standard Form (SF) 330 for Project 662-620, Design of a SFVAMC Welcome Center, Access and Security Improvements. The project will be located at the SFVAMC located at the VA Medical Center; 4150 Clement Street, San Francisco, CA 94121 This design effort shall primarily consist of preparing complete construction documents (CD's) The A/E shall prepare Design Development schematic drawings, and cost estimates for the configuration of the SFVAMC Welcome Center, Access and Security Improvements. The A/E shall prepare Construction Documents, Specifications, and Cost Estimates using the approved design development drawings and schematics to construct all items below: a.Constructing a traffic circle that restricts vehicle access by rerouting a roadway to create new patient drop off, bus and van routes. It also promotes pedestrian access to the main two building via covered walkways and entrances to the campus through the main SFVAMC Welcome Center lobby. b.Building a major new central lobby between Building 200 and 203 by adding 8,400 dgsf for a centralized Veterans Welcome Center along with other, one stop shopping customer oriented programs: Welcome Center Main Reception desk; OEF/OIF Transition Patient Advocates; Information and Referral; Member Services/Enrollment; Travel, VSOs, Police, Agent Cashier. c.Secures the main entranceway by constructing a traffic circle entryway and terminating roadway access to the Bldg. 203 underpass. Mitigates SFVAMC as a potential terrorism target by moving vehicular access back 300 feet from the main hospital and clinic underpass and relocating Police to new main lobby. d. Finally, creating a new Healing Garden just west of the new main lobby/Welcome Center. This brings an important cultural and landscaping innovation for the Community Living Center patients and family as well as all of the SFVAMC patients and staff population at large The contract work requires multi disciplines. The Prime firm shall be a licensed/registered professional firm. The following disciplines are required, but are not limited to: Architectural, Civil, Interior Design, Structural, HVAC, Plumbing, Electrical, Fire Life Safety, Sustainability (Leed Silver Equivalent), Security, IT/Data, Construction Cost Estimating, Signage/Way-Finding, Landscaping and Geotechnical. Four (4) copies (see distribution below) of the SF 330 are required. SF-330, Part I may be accompanied by any other evidence of experience and capabilities the applicant considers relevant. Part II shall be submitted for each proposed consultant's office involved. Selection of firms for interviews and negotiations shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include; (1) Past Experience of the firm and its proposed designers; (2) Specialized Experience and Technical Competence; (3) Capacity to accomplish the work in the required time; (4) Past Performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) Geographical location (firms are restricted to a 100 mile radius of the SFVAMC facility) and knowledge of the locality of the project, provided that application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the project. Firms that meet the requirements described in this announcement are invited to submit required (3) copies of SF 330's by close of business July 30, 2010, to the following: Mr. Travis Horn General Engineer, San Francisco VA Medical Center (SFVAMC), 4150 Clement Street, San Francisco, CA 94121 and one (1) copy of SF 330's by close of business July 30, 2010 to: Mr. Michael Dean Dupalo, Contracting Specialist, VISN 21 Consolidated Contracting Activity (90CCA), 5342 Dudley Blvd, Bldg 98, McClellan, CA 95652. Informational Meeting: 09:00 A.M. Wednesday, July 14, 2010, Project scope will be discussed and a site visit will be conducted San Francisco VA Medical Center (SFVAMC), Auditorium Building 7, Room 112. 4150 Clement Street, San Francisco, CA 94121 Questions regarding the solicitation and project shall be directed, in writing, to the Contracting Officer; Mr. Vince Osorio Via E-mail to vince.osorio@va.gov and Mr. Michael Dean Dupalo via E-mail to michael.dupalo@va.gov. It is the intent of the Contracting Officer to make a single firm-fixed price contract award under this solicitation (VA-261-10-RP-0254).
