Description
Question(s) 13 ALL question(s) shall be forwarded via email to the Contracting Officer listed within this RFP (Request for Proposal) seven (7) calendar days before the closing date of this RFP. Traudel_haney@nps.gov __________________________________________________________________ QUESTION: 13. I apologize, but our earlier question relating to travel costs was not very clear. If I could rephrase it, what we would like to ask is the following: In order to complete Schedule B.6, line items 0001CA, 0002CA, 0003CA, 0004CA, and 0005CA as described in part B.3(c) of the solicitation, it appears to us that it would be necessary to estimate the number of person trips, length of stay per trip and travel destinations during each of the 5 years of the contract. There is insufficient information in the solicitation to allow a bidder to accurately estimate total travel costs in this manner. Further, the manner in which costs are summed for the base and option years appears to place significant importance on every line item cost. If travel costs are assumed to represent even 1% of the awards that could potentially be issued in one year, the travel costs alone would be much greater than the sum of all other line item costs. Owing to the significance of travel costs in the total pricing scenario, it would appear advantageous to the government to specify a travel cost that is to be used by all bidders. Can the government provide such an estimate? Alternately, would it be acceptable for a bidder to use $1.00 for the unit cost for travel in Schedule B.6 without providing a quantity? ANSWER No. 13: Base Plus all Option Years please place $ 1.00, (excellent suggestion), with the following statement in parentheses (Estimate, NTE * Federal Travel rates). As this will vary based upon the task orders issued against the future IDIQ and fiscal year(s). 0001CA Travel Costs Lump Sum $ 1.00 (Estimate, NTE Federal Travel Rated)0002CA Travel Costs Lump Sum $ 1.00 (Estimate, NTE Federal Travel Rated)0003CA Travel Costs Lump Sum $ 1.00 (Estimate, NTE Federal Travel Rated)0004CA Travel Costs Lump Sum $ 1.00 (Estimate, NTE Federal Travel Rated)0005CA Travel Costs Lump Sum $ 1.00 (Estimate, NTE Federal Travel Rated) NOTE: NTE * (Not To Exceed)
