Description
THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY AND PUBLISHED BECAUSE FUNDING PROVIDED UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) WILL BE USED FOR THIS EFFORT. NO SOLICITATION DOCUMENT WILL BE ISSUED TO THE PUBLIC. THIS REQUIREMENT WILL BE AWARDED BY ISSUANCE OF A DELIVERY ORDER UNDER AN EXISTING COMPETITIVELY AWARDED CONTRACT. The Contractor will provide equipment, materials, and labor to complete the following services in close coordination with the Indian Health Service (IHS) for the Big Valley Indian Rancheria in Lake County, California. A feasibility study will be prepared to guide the future design and construction activities based on Indian Health Service (IHS) funding requirements. In general, the study will describe and evaluate alternatives, housing issues, service from local water district, and determine land usage, sources of funding, alternative cost estimates, and propose a specific course of action. All work shall be conducted under the direction of a professional civil engineer registered in the State of California. The registered engineer shall determine the proper approach and method to adequately complete all work in accordance with the requirements of this Statement of Work (SOW). A professional civil engineer registered in the State of California shall stamp the final report where applicable. This work involves evaluation of alternatives and recommendations to make improvements in order to meet the existing demand and for a 20-year design life of the project. The Contractor shall provide engineering professional services for a feasibility study prepared to address the following: • Determine and evaluate alternative solutions for providing water and wastewater to homes without sanitation. • Determine the specific requirements, steps, and time frame for receiving water and wastewater service from the local water and sanitation districts in Lake County near the town of Lakeport, CA. • Provide IHS with the local housing and regulatory requirements for obtaining water and sewer connections current in place with the local water and sanitation districts. This shall include determining any land use or other special requirements (e.g. environmental regulations) imposed by the Lake County for proposed sanitation facility improvement alternatives. • Preliminarily identify options to upgrade and/or separate the existing on-site water and wastewater treatment plants. • Determine all land use or other special requirements (e.g. environmental regulations) imposed by the Lake County for proposed sanitation facility improvement alternatives. • Determine potential sources of funding for the project and explain the process for securing the funding, besides the Indian Health Service, such as State, USDA – Rural Development, etc. • Estimate costs associated with alternatives. • Recommend a clear course of action and the steps for providing water and wastewater to the homes, including any preliminary items such as land ownership, status, taxes, and local water-sanitation district requirements needed prior to any connection.
