Description
Notice of Intent to Award a Sole-Source Modification to Extend Contract Period of Performance for the period of 1 Jul 2010 through 30 Sep 2010: This synopsis provides notification of the Mission and Installation Contracting Command (MICC); MICC Center-Fort Knox intent to award a sole-source modification to extend contract W9124D-06-C-0022, Army Reserve Medical Leads Generation/Recruitment Services, for a period of three (3) months. The period of performance for this extension will begin on 01 Jul 2010, and potentially extend through 30 September 2010. The extension will be performed by the incumbent contractor, MediaCross Inc., 2001 South Hanley Road, Suite 540, Saint Louis, Missouri, 63144. Contract was solicited unrestricted and competitively awarded on 23 Aug 2006 for the period of performance for the period of 30 Aug 2006 through 14 Aug 2009 with approval permitting a contract modification to extend the period of performance for the period of 15 Aug 2009 through 30 Jun 2010 for Army Reserve Medical Leads Generation/Recruitment Services The FY10 mission for Army Reserve physicians is already projected to fall short by between 90 and 100 accessions. This contract effort is critical to address both the immediate FY10 shortfall and to shape and maintain market presence for the first quarter FY11 mission. The proposed contract modification will allowed continuation of non-personnel services to provide for critical lead generation/recruitment mission of the U.S. Army Recruiting Command (USAREC) until a follow-on contract can be awarded. The contractor shall execute lead generation/recruitment operations from initial contact through the oath of office (DA 71), to include packet preparation. Contractor personnel shall have the necessary skills to accomplish every task that is required for accessing a health care professional into the Army Reserve. The contractor shall perform marketing, lead generation, and recruiting services for the US Army Recruiting Command (USAREC) across the continental United States for applicants into the US Army Reserve Medical Department. The contractor shall provide a synchronized effort that includes an effective and quantifiable marketing and leads generation effort, combined with qualified recruiters, possessing the skills, knowledge, positive suitability investigation and training to perform the services identified herein. The contractor will transfer, transition and perform training with the new contractor on all recruiting systems, marketing and advertising information, leads/prospects/ applicants, accession data, advertisements, vehicles, toll-free numbers, lead lists, website files, QC processes, accessioning packets, and other transition-related processes and products used over the course of the contract to generate leads for and recruit for the US Army Reserve Medical Corps. Implementing a three-months extension with MediaCross would ensure that the new contractor selected to replace their efforts would be able to seamlessly transition and implement proven and existing business practices to not only save numerous financial and human capital resources researching and developing similar, if not identical processes, but allow for the transition in services to be conducted in a manner that is seamless and transparent to our leads, prospects, and applicants. The extension will be performed under the same terms and conditions as the existing contract. The contract type is firm fixed-price. The extension will provide for continuation of uninterrupted services to the Usurers operations described above. This extension of services to extend the contract Period of Performance three (3) months, is accomplished pursuant to 10 U.S.C. 2304(c)(1) 'Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements' as implemented by FAR 6.302-1. This Notice of Intent is not a request for competitive proposals. Not awarding this extension would cause serious injury to the Government. Any response to this notice must show clear and convincing evidence that competition of the work required during the extension period would be advantageous to the Government. A determination by the Government not to compete this contract extension period, based on this notice, is solely within the discretion of the Government.
