- The purpose of this amendment is to answer questions proposed by potential offerors. The questions are listed below, with their respective responses. 1. Is it the intent for NIST to reimburse the cost of equipment used in this contract? As the solicitation is also requiring the contractor to maintain a copy of the scanned information, the costs for this equipment would double. Response: All costs are to be included as part of the firm fixed price bid. Contractor is not precluded from using data compression as noted below. 2. Although JPEG imaging uses data compression and therefore has some loss in quality, is it an acceptable alternative to use a JPEG format for image scanning instead of a full bitmap lossless format? Response: The use of compression was not ruled out by the contract terms and is acceptable. Contractor is expected to use judgment to ensure that the remaining image quality is sufficient to complete all tasks. 3. In order to minimize time spent at each site, approximately when 100k ballots will have arrived based on the past experience of the site. Perhaps a way to ask the question is, "How many days before Election Day is half the vote in?" Response: Not applicable. These are ballots from previous elections. 4. Is there a reason why scanning couldn't be done, say a week after the Election to minimize disruption to the Election staff? Response: The ballots that are being made available for this research are scheduled to be destroyed before the November election to make room for more ballots. END OF TEXT.
