- D&F for other than FFP The American Recovery and Reinvestment Act of 2009 (Recovery Act) was signed into law by President Obama on February 17th, 2009. It is an unprecedented effort to jumpstart our economy, create or save millions of jobs, and put a down payment on addressing long-neglected challenges so our country can thrive in the 21st century. The Act is an extraordinary response to a crisis unlike any since the Great Depression, and includes measures to modernize our nation's infrastructure, enhance energy independence, expand educational opportunities, preserve and improve affordable health care, provide tax relief, and protect those in greatest need. In June 2009, OMB issued memorandum M-09-12, Implementing Guidance for the Reports on Use of Funds Pursuant to the American Reinvestment and Recovery Act of 2009. The memorandum provides guidance to federal agencies for carrying out the reporting requirements included in the Recovery Act. Among other responsibilities, federal agencies must ensure that funds provided under the Recovery Act are clearly distinguishable from other funds in all financial systems, business systems and reporting systems. The overall objective is to assist ETA OFAS in meeting the Recovery Act reporting and accounting requirements. The Contractor shall provide management and technical personnel with the necessary experience and skills to provide the required technical assistance and other services in support of ETA OFAS.
