- NAICS Code: 541620 The U.S. Environmental Protection Agency (U.S. EPA) has been conducting field activities for the Ex-R Study that began in November 2009 and is anticipated to end in May 2011. During the study, it is anticipated that approximately 2700 urine samples from 50 adults will becollected. This requirement will require analyses of up to 2700 adult urine samples collected and approximately 450 quality control samples for selected pyrethroid metabolites (i.e., 3-PBA, cis-DCCA, and trans-DCCA) and BPA from the Ex-R Study. Emory University has an internationally-recognized expert, Dr. Dana Barr, which is very familiar with the difficulties of quantitatively measuring for low levels of chemicals or their metabolites in small amounts of human urine. Dr. Barr is a listed member in the Ex-R Study's Human Subjects Protocol where her role is to perform the specified analyses being required for this effort. To the best of our knowledge, no other individuals are currently available to conduct this particular effort. Furthermore, no other individuals are known to be as uniquely qualified or have the capabilities to quantitatively analyze for the target analytes (i.e., 3-PBA, cis-DCCA, trans-DCCA, and BPA) in the urine aliquots using a single analytical method by HPLC-MS/MS. Therefore, this action is being pursued on a sole source basis. NAICS Code 541620 applies with a small business size standard of 500 employees. The intent of this notice is to determine if any other sources(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead chooses to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
