- Veterans Transportation Services Ride Scheduling Software, Systems and Services The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) Healthcare System provides primary care, specialized care, and related medical and social support to serve America ™s Veterans ™ health and wellness needs. To do this, VHA needs to be a comprehensive, integrated healthcare system providing excellence in health care value, excellence in service as defined by its customers, and excellence in education and research. To enhance the VHA system, the Central Business Office (CBO) is launching a new transportation program for immobilized and remote VA patients to enhance existing programs implemented by local VA Medical Centers (VAMCs). This solicitation will provide for a Blanket Purchasing Agreement for task orders providing systems for VAMCs to provide ride routing/scheduling for all vehicles (including voluntary vehicles) and all drivers (including volunteer drivers). The ride scheduling and routing systems VA seeks will provide integrated vehicle tracking devices, passenger tracking, dynamic routing, detailed scheduling and reporting. Under the Blanket Purchasing Agreement the Contractor will develop a prototype system for testing within the VHA environment, will support the testing, provide and deploy systems to 4 initial Proof of Concept VAMC sites, and provide services to implement the system at those sites. The VHA may exercise options to add functionality and/or deploy systems to up to a total of 26 VA outpatient facilities. In the scope of this SOW, VA seeks to acquire a COTS System and services to support implementation of a ride scheduling and routing systems that supports the following high level requirements: Develop and test a prototype system, to Interim and Final Authority to Operate in VHA Deployed to up to 26 VA health care facilities Provides ride scheduling and routing software and systems Ride scheduling and routing software will provide browser based client Provides GPS devices for voluntary, fleet and newly acquired vehicles Provides driver messaging devices for voluntary, fleet and newly acquired vehicles Contractor will provide ride scheduling software. The ride scheduling and routing software will have the following capabilities (more detailed functional requirements will be provided in an the solicitation): Global Positioning System (GPS) integration Routing capabilities Driver updating and driver communications Transportation coordinator and station capabilities Passenger alerting Information storage and updating Reporting and trending Optional requirements for the ride scheduling and routing systems include: Capture of Veterans Identification Card (VIC) during pick-up and drop-off of passengers Collecting passenger name and identifying information Update driver with passenger pick-up and passenger drop-off Update station with passenger pick-up and drop-off Deploy systems to up to 26 VA outpatient facilities or clinics Future optional requirements for the ride scheduling and routing systems include: Interoperate with Veterans Health Information Systems Technology and Architecture (VistA)
