Description
The General Services Administration, Public Buildings Service, anticipates the need for future appraisal and appraisal related services. The contractor will be required to perform appraisals and consultations involving Federally-owned real property, and other privately owned property designated by GSA, within the delineated geographic area in accordance with the requirements of this solicitation. GSA's appraisal activities are managed by the Portfolio Management Division located in GSA's Regional Office in Chicago, Illinois. Numerous contracts are being established to provide timely, cost effective, and professional appraisal, appraisal related, and consulting services with optimum geographic coverage in the United States and U.S. Territories. It is anticipated that at least one contract will be awarded for each state or area. Qualification of offerors is discussed in greater detail throughout the solicitation. Because the appraisal assignments are not yet identified, Indefinite Delivery/Indefinite Quantity (IDIQ) contracts will be awarded. Each contract will have a one-year base term with four one-year renewal options. Once awarded, the individual delivery orders will be placed, and the appraisals will be reviewed by the Regional Portfolio Management Division then further reviewed by National Office in Washington, DC. The specific property types and locations of future appraisal assignments are not known at this time, but contractors will need to be proficient in valuing the following property types: •· General Purpose - Office, Warehouse Vacant Land - Rural or Urban Special Purpose - U.S. Courthouse, U.S. Post Office, Historic Properties, Border Stations/Land Ports of Entry Mixed Use - Office / U.S. Courthouse / Retail Facilities - Multiple-building complexes that may be unique or complex in nature. These contracts are being established to provide flexibility in GSA's procurement of appraisal services. Appraisal services of all related types may be ordered from these contracts. It will not be a requirement that GSA utilize these contracts for all appraisal assignments. Since multiple awards may be made in one or more states or areas, awardees are advised that in those states, or areas, where multiple awards exist, awardees will be given a fair opportunity to be considered for each task order over $2,500. A contractor may be excluded from fair opportunity. Further explanation of these exclusions will be discussed in Subsection B5 - Award of Task Orders. The Central Contractor Registration database is a part of the Business Partner Network, an e-gov initiative, and will be used to validate vendor identity. Effective October 1, 2003, all Government contractors must be registered in CCR prior to receiving an award. You may access the CCR at the following URL, www.ccr.gov. Effective January 1, 2005, the Federal Acquisition Regulation (FAR) requires the use of the Online Representations and Certifications Application (ORCA) in Federal solicitations as a part of the proposal submission process. ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of many of the FAR required representations and certifications previously found in solicitations. With ORCA, you now have the ability to enter and maintain your representation and certification information, at your convenience, via the Internet at http://orca.bpn.gov. In addition, rather than receiving and reviewing paper submissions, government contracting officials can access ORCA and review your information online as a part of the proposal evaluation process. You will no longer have to submit representations and certifications completed in ORCA with each offer. Instead, a solicitation will contain a single provision that will allow you to either certify that all of your representations and certifications in ORCA are current, complete and accurate as of the date of your signature, or list any changes.
