- The CEHNC intends to execute modifications to its Basic ESPC Indefinite Delivery/Indefinite Quantity (IDIQ) contracts which will extend the ordering period for 24 months, until 30 Aug 2012. The modifications will have $0.00 associated with the actions and is exclusively for a time extension of the ordering period. These basic IDIQs support the efforts of the Department of Defense (DoD) to conserve and reduce energy consumption at government installations and facilities throughout the Continental United States, Alaska, Hawaii, District of Columbia and U.S. Territories. The current contracts were developed utilizing full and open competitive procedures. It is necessary for the extension of the ordering period for the current contracts in order to allow for the Energy Conservation Measures (ECMs) that are currently in the project development and proposal phase to be considered for award. The ordering period for these contracts currently has an expiration date of 30 August 2010. The contracts which the Government intends to modify, consistent with the terms identified within this announcement and based on the authority provided in 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2) Only One Responsible Source., are as follows: DACA87-97-D-0065 (Noresco, LLC), DACA87-97-D-0068 (Ameresco Select), DACA87-97-D-0069 (Johnson Controls, Inc.) and DACA87-97-D-0073 (Chevron USA, Inc.). The original basic contract Scope of Work for each contract award will remain unchanged. Due to the unique prior ESPC experience and involvement of the current contractors, the actions proposed within this announcement appear to be justified. The Government will support the proposed actions by written justifications and obtain appropriate approval prior to proceeding. This notice of intent is not a request for competitive proposals. Contract modifications shall be executed not later than 23 August 2010.
