- Project Title: Joint Services Paving IDIQ The Mission and Installation Contracting Command - Fort Carson (MICC) has an identified project requirement for the above referenced subject. This is neither a Solicitation Announcement nor a Request for Proposals and does not obligate the Government to any contract award. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME. The purpose of this Sources Sought Notice is to determine interest and capability of potential qualified Small Business Administration (SBA) certified: 8(a), HubZone, and Service Disabled Veteran-Owned firms relative to the North American Industry Classification Code (NAICS) 237310 (Highway, Street, and Bridge Construction). The Small Business Size Standard is $33.5 million. The Government will use responses to this sources sought synopsis to make an appropriate acquisition decision about soliciting this project as either a competitive set-aside for Service Disabled-Veteran Owned firms, 8(a) firms, or HubZone firms; or to proceed with full and open competition as Unrestricted. Project Information: The major functions covered under this acquisition include parking lot paving, road construction, concrete pouring, and related activities. This contract may support several installations in the Colorado Front Range area to include Fort Carson Army Base, Peterson and Schriever Air Force Bases, and Cheyenne Mountain Air Station in Colorado Springs, Buckley Air Force Base in Denver, Pueblo Chemical Depot in Pueblo, and Pinon Canyon Maneuver Site near Trinidad, CO. The anticipated contract type will be an Indefinite Delivery Indefinite Quantity (IDIQ) type contract. The estimated magnitude is more than $10M over five (5) years. All parties are advised that this project may be revised or cancelled at any time during the solicitation, selection, evaluation, negotiation, and final award phases. The work is considered construction work and Davis Bacon requirements will apply. The successful contractor must be able to provide 100% performance and payment bonds at the delivery order level. In responding to this sources sought, please indicate the following: 1.Interest and capability to do the above work on projects of this nature and scope; 2.Company profile to include number of employees, DUNS number, and a statement regarding current small/large business status (i.e. - certified 8(a), Service-Disabled Veteran-Owned (SDVOSB), or certified HubZone); 3.Prior/current experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the services described herein; 4.Bonding capacity both aggregate and per project; and 5.Company information to include company name, physical address, phone number, and e-mail address. Additionally, please indicate if the company has a business presence in the Denver, CO area. Respondents should not submit any proprietary information when responding to this notice. Respondents should also note that the Government will not return any information submitted in response to this notice. The Government is not responsible for any costs incurred by respondents regarding any responses to this notice. Submit this information to the POC below, via the listed email address no later than 6 August 2010, close of business. Telephone inquiries will not be entertained. Release of a synopsis of the requirement is anticipated in November 2010. It is anticipated that performance will begin April 2011. The closing date and time for submission of bids will be contained in the solicitation package. The entire solicitation, including specification, and any drawings, will be made available only on the Federal Business Opportunities (FBO) website at http://www.fbo.gov. Interested bidders are responsible for monitoring the FBO website for the release of the solicitation and any other pertinent information. All contractors MUST be registered in the Central Contractor Registration (CCR) database or their bid will not be considered. Contractors can obtain further information on the CCR website at http://www.ccr.gov. Prospective bidders who would like their company name included on the Bidders Mailing List may do so on the FBO website under Interested Vendors List. Due to the availability of electronic documents on this project, the Government will not be maintaining a separate bidders mailing list. This notice does not obligate the Government to award a contract or multiple contracts, nor does it obligate the Government to pay for any bid/proposal preparation costs.
