Description
The U.S. Coast Guard (USCG), Shore Infrastructure Logistics Center (SILC), Norfolk, VA is procuring FULL FOOD SERVICES to be performed at USCG BASE SUPPORT UNIT ELIZABETH CITY, Elizabeth City, NC under 8(a) COMPETITIVE SET-ASIDE for Small Business Concerns IAW FAR Part 19.5. A solicitation (RFP# HSCG84-10-R-AA5348), and any subsequent amendments, will be available electronically on the Federal Business Opportunity Website at www.fbo.gov on or about 14 JULY 2010 with a closing date for receipt of proposals on or about 04 AUGUST 2010. It is the potential offeror's responsibility to monitor this avenue for release of any future solicitation or synopsis. This requirement is solicited in accordance with FAR Subpart 19.8 - Set-Asides for competitive 8(a) Business; and, using the policies contained in FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiations. A Firm-Fixed Price type contract will be awarded for a Base Period, starting 1 OCTOBER 2010 through 30 SEPTEMBER 2011; and, Nine Option Years, of 12 months each, not to exceed 120 months, if exercised by the Government. The contractor shall provide and prepare all food, personnel, management, supervision, materials, supplies, transportation and other items or services necessary to provide full food and housekeeping services at U.S. Coast Guard Base Support Unit (BSU) Elizabeth City, NC. Frequency standards require services/tasks to be performed weekly at the scheduled hours of operation based on the scope of work. The Base Support Unit hosts the following commands onboard the complex: Air Station Elizabeth City, Aviation Logistics Center, Aviation Technical Training Center, Station Elizabeth City, and the CEU and Electronic Service Detachments Elizabeth City. The dining facility provides nutritious, prepared meals to Coast Guard Aviation School personnel, flight personnel and other authorized patrons and to essentially enhance the image of the Coast Guard throughout the community. To accomplish its mission it is essential that the dining facility be maintained in an attractive and sanitary condition at all times, and that military etiquette is adhered to. The Base Support Unit has one kitchen that services one Dining Hall, which includes the Coast Guard Dining Facility and the Wardroom/Chief Petty Officer's Mess (all meals served cafeteria style)(all personnel). The dining facility also provides flight meals for aircrews in support of missions on a twenty-four (24) hour basis and to customers in support of contingency operations. The historical volumes for the dining facility will be provided in the solicitation. A Collective Bargaining Agreement is applicable to this location and will be made available upon the issuance of the solicitation. CURRENT PRICING INFORMATION: The proposed acquisition is a follow-on contract of HSCG84-05-N-AA5105, which was awarded/effective 1 September 2005 to Nayyarsons Corporation, Waynesville, GA and expires 30 September 2010. The contract was awarded in the amount of $633,524.88 for a Base Period of 12 months (10/1/2005 - 9/30/2006); plus Four Option Years for a total value of $3,167,624.40. After several scope increases and additional requirements work throughout the five years, the current estimated five year value is $3,272,215.54. The North American Industry Classification Standard (NAICS) Code is 722310 (Food Service Contractors) with an applicable size standard of $20.5 million. Interested parties MUST be registered in the Central Contractor Registry (CCR) as prescribed in FAR Clause 52.232-33. NOTE: Quotes from State Licensing Agencies (for Blind vendors) operating under the authority of the Randolph-Sheppard Act, 20 USC, 107(a-e), must be given a priority in accordance with regulations prescribed by the Secretary of Education at 34 CFR 395.33. If a quote is received from a State Licensing Agency, the Government may consult with the Secretary of Education to determine whether any priority should be given that quote. This consultation may be necessary, even if a quote is judged as not having a reasonable chance for being selected for award.
