- Fleet & Industrial Supply Center - Norfolk, Contracting Department, Norfolk Naval Shipyard Maritime Industrial Division proposes to contract on a sole source basis in accordance with FAR 6.302-1 the following services from Duratek Services, Inc., Commercial Facilities Division, a wholly owned subsidiary of EnergySolutions, LLC (hereafter referred to as Duratek). Services required are to process and recycle components that contain non-radioactive lead encapsulated in surface contaminated stainless/carbon steel, radioactively contaminated lead scrap (e.g., lead sheets, bricks, etc.), radioactively contaminated ferrous and non-ferrous scrap metals (being recycled in accordance with 40 CFR 261.6), that may contain RCRA hazardous metals and radioactive metal items with coatings containing Polychlorinated Biphenyls (PCBs) (including the smelting of items containing <500 ppm PCBs). Recycling services shall include the survey and release of lead following chemical decontamination (as appropriate) and the metal melt of all other metals. Vendor services shall also include the volume reduction (incineration, compaction, etc.) of packaging and shoring materials associated with the shipment of these components. Other volume reduction processes shall include resin sluicing/dewatering and assay for release from radiological controls. Vendor services shall include provisions for supply of shipping containers, brokerage services and transportation of materials/components (utilizing truck, rail or barge as necessary) from various Naval Nuclear Propulsion Program (NNPP) sites to the contractors processing facility, the transportation of waste products to a licensed disposal facility and the transportation of the recycled lead to designated locations. The contractor shall possess a security clearance of at least CONFIDENTIAL and shall provide appropriate safeguards that will be approved by the Contracting Officer for Security for the safeguarding from actual, potential, or inadvertent release by the contractor of any Naval Nuclear Propulsion Information (NNPI) in any form, classified or unclassified. Storage, treatment, transportation and/or disposal of these wastes shall be in accordance with applicable federal, state and local regulations. Contractor shall be liable and responsible to the extent allowed by applicable laws and regulations and shall comply with all Nuclear Regulatory Commission (NRC), Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), and Department of Transportation (DOT) regulations for shipping, handling, transporting, storing, processing and disposing of PCB, radioactive and mixed waste (waste that contains both hazardous and radioactive constituents). An Indefinite Delivery/Requirements type contract is anticipated and will be awarded for a base year effort with four (4) - one (1) year options. Base year and all option years will be evaluated for award. DFARS 252-204-7004 requires central contractor registration. Lack of registration in the CCR database will make an offeror ineligible for award. Information regarding CCR may be found at www.ccr.gov.
