Description
Project work consists of the following major items of work: reconstruction of roadway; remove and dispose of 9 foot span, 7.2 foot rise, pipe arch; install new 11 foot 7 inch span, 7 foot 7 inch rise, 0.138 thickness structural plate pipe arch; rebuilding roadway; and seeding and mulching. This project is located on the Pacific Ranger District of the Olympic National Forest: Section 22, Township 23 N, Range 7 W; W.M., north of Montasano, Washington. Period for performance is from date of award to September 30, 2011. Construction period is from June 1st to Sept. 30th. In-stream period is from Aug. 1st to Sept. 30th. Project Manager is Mr. Guadalupe Cisneros, 360-956-2353. The Forest Service will proceed to issue a solicitation as a Request for Proposals (RFP) on or about July 26, 2010. This acquisition is 100 percent set-aside for small business concerns. The Forest Service will award a firm fixed-price contract to that responsible Offeror whose proposal, conforming to the solicitation, is fair and reasonable, and has been determined to be the best value to the Forest Service. Offers will be evaluated on: price; experience, past performance, managers & subcontractors, price realism, and a Level of Confidence Assessment Rating (LOCAR). The government estimated value is between $100,000 and $250,000. A bid bond is required. Performance and payment bonds are required for this project. Davis-Bacon wage rates apply to any resulting contract. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
