- The U.S. Small Business Administration, Washington, DC - INTENT TO SOLE SOURCE Under the authority of FAR 6.302-1, the U.S. Small Business Administration (SBA) intends to negotiate and procure the following services on a sole source basis. This is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. The Small Business Administration intends to award a subcription renewal contract to LRP Publications, 747 Dresher Road, Horsham, PA 19044 for the continued on-line cyberFED subscription services. This acquisition is being pursued on a sole source basis under statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source, and no other supplies or services will satisfy agency requirements. This unique on-line service has exclusive rights to other database systems and has existing patent rights, copyrights, and proprietary processes not available from other businesses. This acquisition is being procured as a commercial item/service. Any firm that believes it can meet these requirements may give written notification. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. All information submitted in response to this announcement must be received by July 14, 2010, 3:00 pm Eastern Daylight Time. This information can be emailed to Randall Johnston at randall.johnston@sba.gov. Responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. No phone calls will be accepted.
