- In accordance with A.M.S. policy 3.2.1.2.1, this market survey is to solicit statements of interest and capabilities from interested business concerns. This market survey also seeks to identify potential vendors for this contract including groups of business teams. Furthermore, this survey will aid the FAA in its determination as to whether adequate competition exists to set-aside part or all of the competition amongst eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program, and other small businesses such as Women Owned businesses and Service Disabled Veteran owned businesses or whether it is more appropriate to conduct this procurement as a full and open competition. The principle North American Industry Classification System (NAICS) codes for this effort are:561410- Document Preparation Services541611- Admin. Management and General Management Consulting Services 541618- Other Management Consulting Services Background: The Government Performance and Results Act (GPRA)(Public Law 103-62) requires every government agency to submit reports to the Office of Management and Budget (OMB) on a yearly basis. These reports, consisting of the Performance Accountability Report (PAR) and the Citizens Report, enable the President, Congress, and the general public access to information such as annual financial statements, internal controls, accountability reports by agency heads, and Inspector Generals' assessments of the agencies' most serious management and performance challenges. These reports are prepared in accordance with form and content requirements specified in the Office of Management and Budget's (OMB) Circular No. A-136, Financial Reporting Requirements. Contractor assistance is required in designing and writing these reports in accordance with the referenced regulations. More detailed descriptions of the types of professional services required are provided in the attached Statement of Work. Market Survey: In order to determine the capability and interest of businesses, the FAA requires the following information from interested vendors: 1.Capability Statement - This document should address your firm's capability to provide Document Preparation Services to the Office of Financial Operations (AFO) for the completion of the Performance Accountability Report and Citizens Report as described in the attached draft Statement of Work (SOW). (Limited to 3 pages) 2.Expected programmatic approach (in-house, teaming, subcontracting etc.) If respondent is an eligible 8(a) certified business, small business, other small businesses such as Women Owned businesses and Service Disabled Veteran owned businesses provide a strategy in terms of percentage of work to be completed by the 8(a) or small business respondent. (Limited to 3 pages.) The functions identified in the Draft SOW are to be continued throughout the period of performance of the procurement. The projected period of performance is a base year and four one-year options. The contract will begin April 1, 2011. This market survey is for informational purposes only and shall not be construed as a commitment or a promise to contract by the Government. All costs associated with the preparation or submission of responses is the responsibility of the potential source. The Government will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense.
