- NASA/GSFC/Wallops Flight Facility has a requirement for delivery of liquid propaneto a Government-owned storage facility located near the N-159 hangar on Wallops FlightFacility's Mainbase campus in accordance with the attached Statement of Work. TheOfferor shall provide an initial fill of 162,000 gallons of liquid propane to aGovernment-owned storage facility located near the N-159 hangar on Wallops FlightFacilitys Mainbase campus (see Figure 1) for the time period of October 1, 2010 throughSeptember 30, 2011. After the initial fill, the Contractor will receive orders fordeliveries as required. Delivery amounts will vary throughout the year with weatherconditions. Tankers are assumed to hold 9,000 gallons of liquid propane and deliveriesare estimated by month taking into account the initial fill, system purging, and thephase-in schedule of propane fired boilers over the course of 12 months. The Offeror shall provide technical support 24 hours a day, 7 days a week and be able torespond within 2 hours to urgent issues.The Offeror shall provide metered, temperature-compensated invoices. The Offeror shall be able to secure a fixed rate for propane for the contract term(October 1, 2010 through September 30, 2011). After award, and before September 1, 2010,the successful Offeror shall work with the Government to fix the rate of propane so as tominimize cost and to take advantage of market conditions.The Offeror shall provide proof of storage capabilities in a two hour proximity toWallops Flight Facility. The Offeror shall be capable of making deliveries 24 hours perday for 7 days a week. Offerors shall also submit a statement outlining supply anddelivery capabilities that will be extended to NASA/Wallops during periods ofcurtailment.The Statement of Work and related documents are linked above or may be accessed athttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=51#142292 This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation, which is issued as a Request for Quotation (RFQ); quotes are beingrequested and a written solicitation will not be issued. The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.Questions regarding this acquisition must be submitted in writing (e-mail is preferred)no later than July 16, 2010. Prospective quoters shall notify this office of theirintent to submit a quotation. It is the quoter's responsibility to monitor this site forthe release of amendments (if any). Potential quoters will be responsible fordownloading their own copy of this notice, the on-line RFQ and amendments (if any).An ombudsman has been appointed.Any referenced notes may be viewed at the following URLs link below.
