- The Gifford Pinchot National Forest intends to acquire services for the construction of an overflow parking lot at Ape Cave. Work includes: construction staking; removal and disposal of existing aggregate; project site preparation and grading; and furnishment, installation, and/or construction of 1 one-panel information board, 8 single post aluminum signs, 1 fee tube, 1 host unit, 3 wood benches, 1 pre-manufactured pedestrian wood bridge and abutments, 1 sewage holding tank, 100 CY of select borrow, 825 tons crushed aggregate base course for roads, parking and host unit, 59 tons crushed aggregate surface course for paths and pads, 18 barrier rocks, 51 six-foot precast concrete curbs, 1 eight-foot precast concrete curb, 1000LF of parking striping and 2 accessible parking symbols (for Ape Cave existing paved parking lot), 1 road closure gate, and 1 galvanized corrugated metal pipe. The project site is located adjacent to Ape Cave off of Forest Road 8303. The estimated cost of the project is between $100,000 and $250,000. A Request for Proposal will be issued on or around July 26, 2010. As this is a total HubZone set aside, only certified Hub Zone small business concerns will be considered for award. The applicable NAICS code is 237990 - Other Heavy and Civil Engineering Construction - with a corresponding small business size standard of $33.5 million. Offerors will be evaluated on price, experience, past performance, and other factors. A single contract will be awarded to the offeror whose offer, conforming to the solicitation, is the best value to the government. The period of performance will be 90 days from issuance of a Notice to Proceed, which is anticipated to occur on or around September 1, 2010. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
