Description
This announcement is for the purpose of soliciting construction firms for the construction of a new X-Ray addition to the existing Badero Hospital in Beirut, Lebanon. A firm fixed price contract will be awarded to a prime construction contractor. The magnitude of the project is between $500,000.00 and $1,000,000.00. An irrevocable letter of credit or performance and payment bonds will be required. PROPOSAL PERIOD: The solicitation is scheduled for release on or about 24 July 2010. A pre-proposal conference/site visit is scheduled on or about two weeks after release of the RFP. Specific date and time information will be disseminated to the offerors by the resident engineer at that time. The proposals will be due on or about 24 August 2010. PROJECT SCOPE: This project consists of the construction of a new X-Ray addition to the existing Badero hospital. Demolition of a portion of the existing hospital wing will be by Others, and is not in this contract. The facility addition is a two story steel, block and mortar structure, of approximately 1221 SM, complete with site grading and drainage, foundations, structural, architectural, mechanical, fire protection, electrical, and communications systems. It includes space for MRI, CT Scan, Diagnosis, Mammography, Ultra Sound, Densitometry, administration, waiting, offices, wash rooms, stairwells, lifts, mechanical spaces, electrical spaces, communications spaces, etc. Facility x-ray equipment is not in this contract. Furnishings are not in this contract. The contractor is responsible for topographic and geotechnical surveys and reports, for field condition evaluation, and for proper connections to the existing utilities. The contractor is to verify all existing conditions, assess all connections to existing works, and coordinate all elements of work with the local government body and the hospital staff/facility engineers. All work identified in the Scope of Work shall be completed within 365 days from the Notice to Proceed. Information on a site visit and instructions to obtain access to the site will be provided in the solicitation. PROPOSAL PROCEDURES: The Request for Proposal (RFP) will only be issued to prime construction contractors. The RFP will not be released to suppliers, subcontractors, plan rooms, home addresses, or Google accounts. The Best Value/Tradeoff contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government may include options in the solicitation. This acquisition will result in a single fixed price construction contract awarded based on a best value determination. PLANS AND SPECIFICATIONS: This is an electronically issued solicitation. The Government will post the RFP to a file transfer protocol (ftp) site and be pass word protected. Proposals will be received in hard/paper copies only.
