Description
Under the authority of FAR Part 6, Subpart 6.302-1, FEMA intends to award a sole source contract to Skyterra, LP for MSAT Satellite communication services. Skyterra Communications is the only commercial satellite operator in North America capable of providing the Satellite Mutual Aid Radio Talkgroup (SMART) PTT program in use by Federal, State, local and tribal entities for nation and regional interoperable public safety communications. FEMA has heavily invested in SkyTerra's (formerly Mobile Satellite Ventures (MSV)), MSAT satellite terminals with an excess of 450 active units since Y2K preparations. These terminals are primarily utilized in Disaster Operations for mission critical communications within FEMA, as well as for communicating with strategic partners to support disasters. The service provides telephone capability, low bandwidth data connection, and most importantly a dispatch style half duplex radio feature. SkyTerra is the only commercial satellite operator in North America offering two-way radio, push-to-talk (PTT) capability integrated with telephony. This feature makes it possible to communicate with another terminal in a specific TalkGroup anywhere in CONUS. (Vendor Coverage maps available). There are over 150 of these Talk Groups currently in use by FEMA as backbone communications, as well as interoperability with other agencies. Furthermore, FEMA's mission responsibilities would be compromised should FEMA obtain these type of service from another vendor. Market research has demonstrated that no other firms offer this type of technology and would be resellers of Skyterra if FEMA was retain the current talkgroups.
