Description
RECOVERY-The Government intends that any resulting procurement action will be funded in part under the authority of, and in accordance with the requirements of, the American Recovery and Reinvestment Act of 2009 (ARRA). NOAA has a requirement for a genotype and statistical analysis for salmon. The contractor shall provide these services to support the operations of Russian River, California fish hatchery facilities owned by the US Army Corps of Engineers (USACE) and operated by the California Department of Fish and Game, by providing genetic data and analysis on fish raised and spawned at these facilities, as well as technical expertise regarding their effects on US Endangered Species Act-listed coho salmon and steelhead both in the Russian River basin and beyond. Genetic broodstock management practices have been developed to avoid mating of close relatives and consequent inbreeding depression. Molecular genetic data from 18 microsatellite genes will be collected, coefficients of relatedness estimated and then used to construct a breeding matrix which specifies optimal, acceptable and unacceptable mating partners for every reproductively mature fish. The contractor shall provide services which will include the following: (1) Evaluation of coho salmon production by genetic analysis of broodstock and creation of matrices for potential breeding partners in the 2009-10 breeding season; (2) Evaluation of steelhead production by genetic analysis of broodstock from the 2007, 2008, 2009 and 2010 breeding seasons to estimate inbreeding and hatchery selection; and (3) Evaluation of differentiation of steelhead trout produced at WSH and CVFF, with those born in natural areas through genetic analysis of both groups of fish. This procurement is a full and open competition. The NAICS code for this procurement is 541712 and the size standard is 500 employees. All responsible and fully responsive sources may submit an offer which will be considered by the Agency. Any resulting contract will be awarded as a firm-fixed-price contract.
